JOB SUMMARY
Assists with planning, developing, implementing, and providing oversight of the Risk and Safety Program for all departments. Supports and enforces County-wide safety policies, plans, and procedures. Assists with ensuring compliance with applicable regulatory requirements, including state and federal codes and standards as they relate to system safety and hazard management. Conducts accident and incident investigations at the time of occurrence when necessary. Analyzes accident/incident trends, determines root cause, causal factors, and develops processes for the Office of Risk and Safety to meet Key Performance Indicators (KPIs) and objectives. Serves as a resource to Risk and Safety personnel and other Douglas County departments on topics related to Risk and Safety. Helps create, update, and enforce the required Accident/Incident Investigation Procedures related to motor vehicle accidents, incidents, and workers’ compensation injuries. Serves as a backup employee to ensure adequate safety training is performed.
ESSENTIAL JOB FUNCTIONS
- Conducts On-Call Motor Vehicle Accident and Employee Injury response, scene / witness documentation, works with Public Safety to ensure the welfare of County drivers, Transit and/or other passengers in accordance with Accident and Injury policies and procedures.
- Position requires an On-Call response to accident/incident scenes and communication within 30 minutes. This includes response during and after business hours, holidays, nights and weekends.
- Regularly assesses work performed by Douglas County employees to ensure Douglas County safety policies , procedures, and risk and safety best practices are implemented and upheld.
- Conducts accident and incident investigations, hazard management activities, vehicle and facility safety inspections, and compliance audits on behalf of the Office of Risk and Safety
- Effectively manages resources to help develop and maintain an effective County-wide safety program, Accident/Incident Investigation Procedures, and Hazard Management Plan.
- Reviews and evaluates all design specifications for jobs, facilities, and equipment which may have the potential for causing injury and property damage or loss.
- Conducts field reviews for hazard management, vehicle/facility safety.
- Creates and checks reports for accuracy and completeness before forwarding them to the Director of Risk and Safety.
- Reviews system performance monitoring programs, conducts independent assessment of performance relative to established goals and regulatory requirements, and provides effective guidance to improve overall safety performance.
- Reviews the development, implementation and evaluation of safety standards and procedures necessary to eliminate or minimize the degree of risk involving "people to equipment" interface in several varieties of operational and industrial environments
- Conducts complex safety analyses in areas where standards have not been developed and/or where modifications appear to be necessary. Utilizes scientific and engineering principles to effectively identify, control and eliminate hazards, and initiates appropriate action to prevent reoccurrence.
- Serves as a backup to the Claims and Training Coordinator and will be required to perform safety training courses to employees as needed. Prepares classroom, coordinates class schedules, maintains course material inventories, and provides instruction to employees for driver and other safety training courses.
- Maintains strict confidentiality measures at all times.
- Uses tact and discretion in all communications.
- Obtains motor vehicle reports for all drivers of county vehicles and follows state and legal requirements for access and retention of said records.
- Handles incoming and outgoing mail. Maintains documentation of all correspondence, communications, directives, and claims associated with the Office of Risk and Safety.
- Establishes, maintains and updates filing system for department records, accidents and incidents, personnel files and other documents necessary to the function of the Office of Risk & Safety.
- Halts any operation/activity considered hazardous to the safety of employees or the public.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
· High school diploma or General Educational Development Certificate (GED).
· Must have 6 years of directly related job experience to include 4 years of safety and/or compliance experience.
· NRPA Certified Playground Safety Inspector or within 6 months of hire.
· Public speaking and training experience is preferred.
· Working knowledge of safety management systems, risk management principles, and root cause analysis is essential.
· Working knowledge of federal, state and local industry regulations and compliance standards.
· Proven ability to display initiative, self-motivation, exceptional organizational skills, and the demonstrated ability to work in a fast- paced environment with frequent changes.
· Public Safety, construction, accident investigation, and a working knowledge of commercial insurance and field terms is preferred.
· An equivalent combination of education and experience may be considered
Additional Qualifications:
· Minimum 18 years of age.
· Must meet all eligibility requirements established by the Board of Commissioners.
· Possess and maintain a valid Driver's License (Class C) and satisfactory motor vehicle record (MVR).
