Technical Business Analyst

Blu Omega is seeking a Technical Business Analyst to support a federal program focused on public health initiatives. This role operates within a remote environment and is responsible for bridging business stakeholders and technical delivery teams within an Agile framework. The position requires experience in requirements management, Agile practices, and stakeholder collaboration.

Responsibilities
- Partner with business users, Product Owners, and technical teams to elicit, analyze, document, and validate requirements.
- Translate business needs into user stories, acceptance criteria, business rules, and technical requirements.
- Conduct stakeholder interviews, process reviews, and develop use cases and workflow analyses.
- Support Agile ceremonies, backlog refinement, and sprint planning using Jira or similar tools.
- Manage and maintain requirements, user stories, backlog items, and defect tracking.
- Break complex requirements into smaller, high-value stories with clear acceptance criteria.
- Document business, functional, and non-functional requirements, including system touchpoints and reporting needs.
- Identify gaps, inefficiencies, and automation opportunities through system and process analysis.
- Develop and maintain as-is and to-be process flow diagrams and documentation.
- Ensure requirements are aligned with business objectives, user needs, and technical solutions throughout delivery.
Required Qualifications
- 3+ years of experience working directly with business system users to elicit, analyze, and document requirements.
- Experience developing clear acceptance criteria with Product Owners.
- Strong understanding of Agile principles, ceremonies, and artifacts.
- Experience with requirements documentation and backlog management tools such as Jira or Azure DevOps.
- Proficiency in stakeholder interviews, workflow analysis, and process documentation.
- Ability to develop and analyze business, functional, and non-functional requirements.
- Strong communication, facilitation, and stakeholder engagement skills.
- Ability to obtain and maintain a Public Trust suitability determination.
Preferred Qualifications
- Experience serving as a backup Scrum Master or supporting Scrum Master responsibilities.
- Experience supporting government health or federal programs.
- Knowledge of data structures, relational databases, data governance, and data lineage.
- Familiarity with Python, Databricks, and AWS environments.
- Professional certifications such as CBAP, PMI-PBA, or Agile certifications.
Compensation
Salary Range: $90,000.00 - $115,000.00
Final compensation is based on technical skills, experience, education, certifications, and clearance.
