Description of Duties:
The Assured Position, Navigation and Timing (APNT) Administrator supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:
- Develop system and reference architectures for expeditionary APNT within mounted, dismounted, and C2 environments.
- Develop user requirements and technical specifications for expeditionary APNT capabilities.
- Develop thorough testing practices and analysis of incremental system improvements as they become technologically and programmatically available.
- Develop modeling for the entire project lifecycle using a tailored and integrated framework based on TOGAF and ITIL best practices.
- Develop / author deliverables in the form of technical papers and technical briefs required to convey information, interpret data, and provide courses of action to decisionmakers.
- Deployment and Testing of the Test Asset Fly-Away Kit (TAFAK)
- Perform market analysis/technical assessments of new and emerging, commercially available APNT capabilities, including anti-jam antennas, distribution hubs, and various mission-essential accessories.
- Mentor government and contractor staff on PNT related topics.
- Providing SME support on APNT system integration within/on military platforms and with PNT dependent client systems.
- Provide SME oversight into the development and testing of PNT technologies/systems to ensure systems satisfy requirements and their effectiveness and/or limitations are known in contested environments.
- Conduct / participate in modeling and simulation activities on APNT capabilities/systems.
- Vulnerability assessments: Evaluate military platforms and systems to identify vulnerabilities to jamming, spoofing, and other MDA threats.
- Mitigation strategies: Develop, test, and implement technologies and procedures to protect friendly forces from PNT attacks.
- Offensive operations: Advise on tactics to deny, degrade, or deceive an adversary's access to PNT data.
- Technology evaluation: Assess new technologies for PNT resilience, such as advanced anti-jam antennas, multi-sensor integration, and alternative PNT solutions.
- Interagency and coalition coordination: Collaborate with interagency and allied partners to build a common understanding of PNT-related challenges and coordinate responses.
- Review CDRLs from APNT vendors to ensure contract / technical compliance and that positive progress is being made.
- Assist team leadership/members in identifying and implementing process improvement initiatives, problem-solving actions, and in gaining consensus from senior leadership and stakeholders on solutions to issues that may conflict with existing policies, organizational objectives, and/or practices.
- Gather and apply data to determine, update, and maintain credible and relevant metrics in support of program objectives and decision points.
Basic Requirements:
- Must have 12, or more, years of general (full-time) work experience (May be reduced with completion of advanced education).
- Must have 6, or more, years of directly related experience.
- Must have 1, or more, years of experience working in a management or leadership role.
- May be reduced with completion of advanced education.
- Must have experience as a PNT systems engineer/administrator supporting a large enterprise with knowledge of large operational environments.
- Must have general networking experience.
- Must have a current DoD 8570.01 IAT Level II Certification or higher.
- Possess recognized APNT subject matter expertise with a deep knowledge of the military tactics and technical methods used to control and protect PNT data in contested environments.
- Must have an active DoD Secret Security Clearance.
Pay: $132,000.00 - $152,000.00 per year
