Job Description: Industrial Services Construction Project Manager
Position Overview
Ability to lead complex, large-scale projects in sectors such as energy, petrochemical, manufacturing, and infrastructure. This role demands expertise in managing high-value contracts, coordinating multi-disciplinary teams, and ensuring strict compliance with safety, environmental, and regulatory standards. The successful candidate will drive projects from conception to completion, balancing technical precision with cost and schedule efficiency.
Key Responsibilities
- Oversee planning, execution, and delivery of industrial services construction projects
- Develop detailed project schedules, budgets, and resource allocation plans for multi-million-dollar contracts
- Manage subcontractors, suppliers, and craft labor across multiple trades (mechanical, electrical, civil, structural)
- Ensure compliance with OSHA, EPA, and industry-specific safety/environmental regulations
- Monitor progress, conduct risk assessments, and implement corrective actions to keep projects on track
- Lead project meetings with clients, engineers, and stakeholders, providing transparent reporting on status, costs, and risks
- Drive continuous improvement in construction methods, productivity, and safety culture

- Safety Performance: Zero recordable incidents; maintain OSHA TRIR (Total Recordable Incident Rate) below industry average

Required Skills & Qualifications
- 7+ years of experience managing heavy industrial projects (power generation, oil & gas, manufacturing facilities, etc.)
- Strong knowledge of industrial construction processes, heavy equipment, and specialized materials
- Proficiency in project management software (Primavera P6, MS Project, Procore)
- Demonstrated ability to manage small and medium size budgets and complex schedules
- Excellent leadership, communication, and negotiation skills
- Deep understanding of safety management systems and regulatory compliance
Preferred Qualifications
- Experience managing contracts in manufacturing and industrial sectors
- Proven track record with small to mid size industrial facilities
- Background in commissioning, start-up, and turnover of industrial systems and facilities

Work Environment & Travel

POSITION SUMMARY
This position effectively manages the interface between the Client and Samuel Engineering, Inc. by ensuring that the Client and their representatives are treated with the utmost respect at all times in keeping with Samuel EPC’s core values.
The Project Manager I maintain a cordial relationship with the Client, ensures that the Client receives accurate and timely progress reports, advises the Client promptly of potential cost or schedule changes from the base line, and ensures that invoices to the Client accurately reflect the work performed.
ESSENTIAL JOB FUNCTIONS
With support from a Senior Project Manager or from Senior Management:
- Ensure that the commercial interests of the project and those of Samuel EPC, are balanced.
- Understand the Client’s expectations relative to the project and conveys those expectations to the project team to ensure that the project designs fulfill those expectations.
- Ensure that all project participants understand the scope and limitations of Samuel EPC, Inc.’s services in accordance with the project proposal and award base line.
- Ensure that a services contract with the Client is in place prior to initiating work on the project and that contract documents are maintained.
- Maintain adequate communication with the Client on all project matters and ensure that all such communications are properly recorded.
- Provide supervision and support to Project Engineers.
- Interface with the Project Engineer on resource planning, allocation, demobilization and appraisal, to achieve project and company resource management objectives.
- Close out the Project according to procedures, and disseminate and archive useful information gained and lessons learned.
- Responsible for the preparation of the project procedures manual, obtain the Client’s approval of the manual, and ensure that the project is executed in strict accordance with the manual, as well as Samuel Engineering Inc.’s policies and procedures, Project Quality Plan, and the contract that has been negotiated between Samuel Engineering, Inc. and the Client.
- Establish and maintain a thorough knowledge of the scope of work and quality requirements for the project.
- Work with the Project Engineer to ensure that specified technical requirements are met, in general by personal review and by ensuring that each discipline’s work is adequately reviewed and checked by discipline Chief Engineer or approved specialists.
- Through the Project Engineer, ensure that Samuel Engineering, Inc. obtains all approvals of engineering work required by the Client and any relevant statutory bodies.
- Review the project designs to ensure that the overall plant layout achieves the goals of operability, maintainability and the required standards and safety.
- Interface with Engineering, Procurement and Project Control Managers on resource planning, allocation, demobilization and appraisal, to achieve project and company resource management objectives.
- Ensure that appropriate technical coordination occurs between engineering, procurement, project controls and construction management.
- Define the project scope of work and general plant design philosophy and incorporate it into the Project Procedures Manual.
- Ensure that the work performed is in accordance with a realistic and sufficiently detailed schedule and prepare recovery plans when necessary.
- Ensure that the work is performed in accordance with an established, realistic and detailed budget and that appropriate change management procedures are adhered to.
- Ensure that adequate and balanced engineering resources and functional management support is provided to the project by monitoring project manpower levels on an ongoing basis.
- All project communications with the Client must be conducted by the Project Manager. The Project Manager must therefore ensure that all Client communications that impact the project designs must be rapidly conveyed to the Project Engineer, and thence to the discipline engineers to avoid or minimize unnecessary rework.
- Monitor engineering work by attending weekly engineering review meetings conducted by the Project Engineer.
- Ensure that rapid and effective change control procedures are maintained on the project.
- Ensure that all engineering decisions take into account the Client’s goals for the project with regard to capital cost and project schedule.
DIRECTION RECEIVED
- Supervision is strategic in nature with assignments given in broad terms by the Director of Projects, Operations Manager or the President.
DIRECTION OF OTHERS
- Provide direction to the Project Engineer, Procurement, Project Controls and Accounting.
MINIMUM QUALIFICATIONS
- Bachelor’s Degree in engineering, project management, construction management or related field from an ABET accredited curriculum or equivalent.
- Construction and/or plant start-up experience.
PHYSICAL DEMANDS
Must be physically fit and able to work safely at a construction site.
WORKING CONDITIONS
Extensive overtime may be required.
TRAVEL REQUIREMENT
Occasional domestic and/or international travel and short or long term field assignments.
