UNIT DESCRIPTION
The Office of Congressional Affairs enhances congressional confidence in the FBI through collaborative efforts to actively rebuild trust, ensure transparency, and uphold our commitment to justice and public safety.
KEY REQUIREMENTS

Must be able to obtain a Top Secret-SCI clearance

Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES
GS-12
-
Serves as the primary advisor to the Inspector-in-Charge of Congressional Affairs Office (CAO) on a variety of matters relating to the administration and conduct of the overall Congressional Affairs program, providing counsel regarding the development of legislative strategy and Congressional liaison necessary for successful promotion of legislative matters of interest to the FBI.

Provides a general knowledge of all aspects of Congress to assist the Inspector-in-charge with timing of Congressional actions.

Participates in, and/or serves as the representative of the FBI in a variety of internal, administrative or external settings, including meetings or social functions which involve personal interaction with Congressional Members.
GS-13 (In addition to the above):
-
Review and analyze sensitive and complex legislative materials to identify topics of significance to the FBI.

Assist in developing legislative strategy and supporting materials to articulate the FBI’s position on priority issues.
-
Monitor and report on legislative activity in Congress, gather intelligence from Congressional committees/staff, and assess impact on FBI operations.

Advise executives on Congressional processes and collaborate with DOJ and other Executive Branch entities on legislative coordination.

Represent the FBI in meetings with internal stakeholders and external audiences, including Members of Congress and their staff.
GS-14 (In addition to the above):

Advise FBI executives on Congressional procedures, political dynamics, and pending legislation that may impact Bureau initiatives

Serve as a liaison for congressional affairs activities by organizing meetings with congressional stakeholders, coordinating logistics, and developing research and briefing materials to support executive-level discussions and policy initiatives.

Provide strategic counsel and operational support to the Assistant Director of the Office of Congressional Affairs regarding congressional outreach, policy matters, and intergovernmental relations.

GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:

Experience handling congressional inquiries and requests for information, preparing responses, and coordinating with internal stakeholders on legislative matters.

Experience supporting management in navigating congressional inquiries, oversight, and intergovernmental relations.

Experience gathering and integrating information from a variety of sources to inform internal stakeholders.
GS-13 (In addition to the above): Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:

Experience handling congressional inquiries and requests for information, preparing responses, and coordinating with internal stakeholders on legislative matters.

Experience supporting management in navigating congressional inquiries, oversight, and intergovernmental relations.

Experience reviewing and analyzing proposed policies and legislation to assess implications for agency policies and operations.

Experience preparing briefing materials, reports, and talking points for use in meetings or strategy development.
GS-14 (In addition to the above): Applicant must possess at least one (1) year of any specialized experience equivalent to the GS-13 grade level. SE is defined as follows:

Experience providing strategic guidance to management on interactions with Congress, congressional staff, and external government stakeholders.

Experience supporting leadership in strategic planning activities and developing outreach strategies to strengthen engagement with congressional offices, stakeholders, and partner organizations.

Experience in managing preparations for and follow-ups to congressional hearings, briefings, and high-level meetings.
