The Department of Revenue is seeking a 50% Property Assessment Technician 1 or Property Assessment Technician 2 in the State and Local Finance (SLF) Division, Equalization Bureau. This position is headquartered at our Madison District Office.

The list of eligible candidates established from this announcement may be used to fill future similar vacancies in the next six months within DOR.

As a Property Assessment Technician, you will provide support services to the property appraisal, assessment, and administration staff in District Offices statewide.

Position Summary

This position is responsible for providing technical support to property appraisal, assessment, and administration staff for the annual establishment of equalized values. Some duties include:

Assist in preparing, processing, and organizing appraisal materials, rolls, and forms used in projects
Monitor and manage district office emails and phone correspondence
Perform data entry and database maintenance
Assist in providing technical information to taxpayers, assessors, local government officials, and other district staff related to property assessment, forms and applications

Salary Information

Pay will depend on experience and qualifications.

The starting pay rate for the Property Assessment Technician 1 is $22.72 per hour, and is in Pay Schedule 06, Pay Range 11.

The starting pay rate for the Property Assessment Technician 2 is $24.54 per hour, and is in Pay Schedule 06, Pay Range 12.

Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

Job Details

Background Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.

I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Probationary Period: A 12-month probationary period may be required.

Remote Work/Telework: Remote/Telework is offered at 40% at three months of employment, and 60% at six months of employment, with a satisfactory performance evaluation. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.

Work Schedule: The position is a part-time (50%) position with staff working 20 hours per week. An employee may work during daytime hours Monday through Friday.

Travel: The position does not require travel.

Special Requirement: Must attain Wisconsin Assessor Certification at the Assessment Technician level within six months of initial appointment.

Qualifications

The positions will be filled at the Property Assessment Technician 1 (PAT 1) or Property Assessment Technician 2 (PAT 2) level determined by the entire selection process, including the experience and qualifications of the selected candidate.

Minimally qualified applicants at the PAT 1 level will have all the following:

Experience with Microsoft Office 365 Suite or equivalent (ex: MS Outlook, Excel, Word, Teams, OneDrive, etc.)
Experience using math skills (ex: general arithmetic, basic ratios, area calculations)
Experience with office support functions (ex: processing mail, answering telephone, responding to emails, document preparation, ordering supplies, etc.)
Experience providing customer service by phone, in writing and/or in person
Ability to work with detailed data involving forms and numbers.

In addition to the minimum qualifications, well qualified applicants at the PAT 2 level will have all the following:

Additional software experience or familiarity using any of the following: Geographic Information System (GIS), Computer Assisted Mass Appraisal (CAMA) software, or SharePoint

Experience with customer service in a real estate office setting (ex: assessor, real estate brokerage, real estate appraiser, mortgage lender)
Familiarity working with property assessment/valuation and/or real estate principles
