BPA Program Manager - NOAA

Position Summary
The BPA Program Manager serves as the primary point of contact to the Government and provides overall management, oversight, and strategic coordination of all activities and task orders issued under the NOAALink SMS single-award Blanket Purchase Agreement (BPA). This role is responsible for ensuring successful execution of the BPA, maintaining effective communication, managing resources, and facilitating timely delivery of all project objectives and deliverables across the five-year ordering period.
Program Context
The Strategic Management Services (SMS) BPA supports NOAA's Office of the Chief Information Officer (OCIO) and the NOAALink Program Office (NPO) by delivering decision support, enterprise architecture services, and project management services in support of OCIO strategic goals. This multi-year contract vehicle has an estimated value of approximately $100 million over five years. Task orders may be issued as Firm-Fixed-Price (FFP), Labor-Hour (L-H), or Time-and-Materials (T&M) arrangements, providing diverse program management opportunities.
Key Responsibilities
As the BPA Program Manager, you will be responsible for the following:
○ Overall BPA Management: Serve as the single, primary point of contact to the Government, providing overall management, oversight, and strategic coordination of all BPA activities and task orders.
○ Task Order Execution & Portfolio Oversight: Manage a large-scale task order portfolio, including budget execution, resource oversight, and analytical support for IT acquisitions; ensure each order meets performance objectives and deliverable schedules.
○ Communication & Government Interface: Maintain effective, ongoing daily interaction and communication with NOAA OCOs, CORs, task managers, and other Government personnel; coordinate across NOAA line and staff offices.
○ Resource & Staffing Management: Provide all management, administrative, clerical, and supervisory functions required for effective and efficient performance; staff task orders with qualified personnel and provide adaptability/surge capacity as needed.
○ Quality Management: Develop and maintain an effective quality management and control program to ensure performance objectives are met across the BPA and resultant orders, including procedures to identify, prevent, and ensure non-recurrence of defective services.
○ Decision Support & Enterprise Architecture: Provide high-level decision support, including enterprise architecture (business, information, and technology application) and organizational change management to OCIO and line offices.
○ Risk & Performance Management: Track program-level risks, issues, and mitigation actions; report on schedule, cost, and performance metrics; deliver executive-level status and performance reporting.
○ Transition Management: Lead transition planning and implementation support, facilitating knowledge transfer across project management offices, projects, and to/from predecessor or successor contractors as applicable, ensuring minimal disruption to Government operations.
○ Standards & Compliance: Ensure performance aligns with industry best practices for project management and risk management, and NOAA-specific guidance, including FITARA and applicable NIST standards.
Requirements
Candidates must meet all of the following requirements to be considered for this position:
○ 10 years of experience in IT program management, with at least 5 years specifically managing complex, enterprise-level Government IDIQ/BPA contracts
○ Demonstrated experience managing large-scale task order portfolios, including budget execution, resource oversight, and analytical support for IT acquisitions
○ Proven track record providing high-level decision support, including enterprise architecture (business, information, and technology application) and organizational change management
Desired Certifications
The following certifications are highly valued for this role:
○ PMP, ITIL, and/or Scrum Master certifications are desired
Pay: $175,000.00 - $200,000.00 per year
