Position Summary
The Executive Director has overall responsibility for all the programs and services of SMMHC. The Executive Director manages, operates, trains and directs the SMMHC staff; plans for future facilities and services; budgets; and maintains accreditation through the Mississippi Department of Mental Health.
Essential Duties and Responsibilities
- Oversee all hiring, firing, evaluation and development of staff
- Serve as a liaison with the Board of Supervisors on mental health matters
- Work with the County to create and administer the annual budget for the entire program and any affiliates
- Administer, plan, oversee, and organize activities for the programs of the SMMHC
- Advise the Board of Commissioners on the formation of policy and to implement, interpret, and communicate Board policies to staff, residents, other applicable entities, and the public.
- Develop and implement plans, methods, and objectives related to generating funds for the continued operation of the SMMHC
- Develop and maintain working relationships with public and private agencies and contractors.
- Continually evaluate, measure and revise for cost efficiency and effectiveness of procedures and programs
- Establish long-term goals and implement programmatic components to meet established goals.
- Serve as next-level counsel for residents who are having difficulties with the programs, which are not resolved through working with the clinical staff.
- Conduct program activities for residents in the absence of other specified staff members.
- Execute appropriate contracts with the Mississippi Department of Mental Health, Jackson County, or other governmental entities on behalf of the SMMHC.
- Set SMMHC Board meeting agendas
- Oversee the Compliance function for the organization
- Perform other duties as assigned.
Education and Qualification Requirements
- Master’s degree or higher from an accredited four-year college or university in public or business administration, hospital or health care administration, education or in a mental health or in an applicable field with a minimum of five (5) years’ administrative experience in services related to mental health, intellectual disabilities, or substance use services.
- Jackson County residency within 6 months of accepting position
- Demonstrated leadership skills
- Valid, unrestricted driver’s license
- Ability to calculate and interpret financial figures and reporting, including budgeting, financial statements, and analysis.
Required Skills, Knowledge and Abilities
Ability to:
- Plan, direct and coordinate the activities of the SMMHC staff
- Prepare comprehensive reports, budget proposals, requests for federal/state aid and correspondence
- Speak effectively before government officials
- Establish and maintain effective working relationships with others
- Negotiate contracts
Knowledge of:
- Federal and State regulations as they pertain to SMMHC operations
- Local government organizations, functions, and interactions
- Knowledge of Mississippi Department of Mental Health standards preferred
