GENERAL DEFINITION: The primary responsibility of this position will be to assist the Program Manager to oversee the efficient operation of the New Beginning Program which ensures the safety of the shelter, residents and staff. Ensures compliance with established policies, procedures and regulations. Serves a mentor, coach, and trainer
SUPERVISION RECEIVED: Work is performed under the general director of the Program Manager.
SUPERVISION EXERCISED: Incumbent will provide direct supervision to the shelter staff (Case Management Worker and Shelter Assistants).
DUTIES:
Coordinates efficient operations of the New Beginning Shelter to ensure services are available 24 hours, 7 days a week.
- Provides emergency shelter and/or temporary refuge related to women and children impacted by domestic violence.
- Maintain a safe and supportive environment for residents and ensure services are advocacy based.
- Assist the Program Manager in developing and implementing programs, including structured activities and groups for participants that will promote life skills and understanding of domestic violence.
- Provide crisis intervention, emotional support, and referrals to appropriate community resources for residents.
- Assist in developing and implementing internal standard operating procedures (SOP) as guidelines for systemic delivery of services.
- Provide safety planning tools and a 24-hour crisis line.
- Participates in training conducted on code development, enforcement, and adjudication.
- Ensure the confidentiality of shelter records, clients’ medical records and privileged communication and comply with Federal and State agency contract rules and procedures.
- Ensure daily shift reports are complete and review all reports for accuracy.
- Ensure all vehicle inspections are complete daily and recorded on appropriate forms.
- Develop schedules for the staff of the shelter.
Assist Program Manager with administrative duties of the Shelter for overall quality of services.
- Assist in preparing budget and budget revisions.
- Prepare Monthly, semi-annual and annual reports.
- Implement productivity standards, resolve operations problems and implement new procedures.
- Maintain accurate documentation and generate required program reports on a monthly, semi-annual and annual basis.
- Assist in managing program records and grant required statistics.
- Monitor shelter inventory.
Conducts outreach activities to provide domestic violence education and awareness.
- Coordinates with Tribal Courts, Law Enforcement and Prosecutor to enhance victim safety.
- Conducts educational awareness activities to the community and to other program service providers regarding domestic violence awareness.
- Facilitate educational/informational seminars on recognizing sexual/physical violence, victimization, amplify public awareness and community responsibility to protect women and their children impacted by domestic/family violence.
Network with other agencies to aid victims/survivors.

Supervision and performance management.
- Monitors and conducts performance evaluations of all supervised staff.
- Accomplish staff by addressing complaints and complaint resolution and taking appropriate disciplinary actions.
- Provide a comprehensive, on-going personnel development training program for staff.
- Improve staff effectiveness by coaching, orienting and training employees and developing personal growth opportunities.
Conduct regular staff meetings and case reviews/house meetings to enhance communication among staff regarding program activities, policies and procedures, guidelines, goals and objectives.

Performs other duties as assigned.
- Conducts daily briefing with shelter staff.
- Provide shift coverage when staff is not available.
- Must participate in 24-hour on call shelter coverage and twenty-four (24) on-call crisis interventions.
MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILLS, & ABILITIES: Familiarity with dynamics of domestic violence. Knowledge of women of victims of violence and basic human needs when in crisis. Knowledge and understanding of services and resources available to women and their children impacted by domestic violence. Knowledge and understanding of laws governing domestic violence. Knowledge of the Privacy Act and sensitivity of confidential information. Knowledge of awareness and sensitivity to the Zuni culture and traditions. Skilled in effective interviewing and crisis counseling skills. Skill in oral and written communications. Skill in planning, coordinating, and executing training, program development and strategies to enhance operations. Ability to operate a computer and related Microsoft Office software. Ability to make sound decisions and problem solving skills. Ability to remain calm in crisis situations. Ability to speak the Zuni language preferred but not required. Ability to follow instructions and to establish and maintain good working relationships with Tribal employees, administration, law enforcement and the general public.
EDUCATION AND EXPERIENCE: Associate’s Degree in Human Services, Social Work, Psychology, or Counseling, or other related field; with three (3) years experience in program management or related experience to demonstrate the ability to perform the duties of the position; with one (1) year of supervisory experience.
LICENSE AND CERTIFICATION: Must possess a valid New Mexico Driver License with no DUI/DWI convictions within the last three (3) years. Must not have been charged, arrested, or convicted of any crime of felony, or Class A convictions in Zuni Tribal Court, or any other jurisdiction, in the past five (5) years. Driving is an essential part of the duties.

Must have CPR Certification or obtain within 90-days of employment.
- Defensive Driving Certification – obtain within 90 days of employment.
PHYSICAL DEMANDS: Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demand is required to perform the work. Regular exposure to favorable condition such as those found in a normal office.
SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. The position is safety sensitive and will be subject to random drug screening for the duration of employment. Must undergo and successfully pass a thorough character background check including FBI fingerprinting. May require some work in the evenings and weekends. Must have own transportation and operative cell phone. This is a public trust position.
