REQUIREMENT BASIS
Execution-critical; principal commissioning team member
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP that is developing project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Convert the approved plan into coordinated field execution. The Deputy Project Manager / Construction Manager leads daily production integration across civil, fuel, electrical, generator, controls, telecom, fire protection, and commissioning work while supporting the Project Manager on Government commitments, schedule recovery, and commercial discipline.

Lead daily construction coordination, workface planning, access, logistics, temporary facilities, material readiness, outages, and interface control.

Coordinate superintendents and subcontractors against the cost-loaded P6 schedule and three-week look-ahead.

Verify that approved submittals, permits, AHAs, preparatory meetings, testing resources, and Government hold points are ready before release of work.

Manage site constraints, sequencing conflicts, field RFIs, recovery plans, turnover boundaries, and construction-to-commissioning handoffs.

Serve as acting Project Manager when delegated and maintain a fact-based daily feedback loop on production, safety, quality, cost, and risk.

Participate as a principal member of the Contractor's commissioning team.

Bachelor's degree in construction management, engineering, or related discipline, or equivalent field leadership experience.

At least 10 years of construction experience with 5 years managing multidisciplinary power, utility, industrial, federal, or mission-critical work.

Strong knowledge of medium-voltage electrical construction, underground utilities, foundations, fuel systems, equipment setting, testing, and turnover.

Demonstrated use of P6 look-aheads, quality control phases, AHAs, submittals, RFIs, and field productivity controls.

Ability to relocate to or reside in Puerto Rico and obtain installation access.

CCM, PMP, DBIA, PE, or USACE CQM certification.

Experience integrating generators, BESS, switchgear, protective relays, SCADA/MCS, fiber, and utility interconnections.

Spanish proficiency.

When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
