Building & Trades Inspector I: Entry level, L – 1; $26.68 per hour
Building & Trades Inspector II: Entry level, N – 1; $30.54 per hour
Building & Trades Inspector III: Entry level, O – 1; $33.00 per hour
Entry level hourly rates may be negotiable based on additional qualifications and experience.
POSITION SUMMARY:
This entry level Inspector position reports to the Building Official with the primary responsibility of performing residential and/or commercial building trades (Building, Plumbing, Mechanical, Electrical, Accessibility, Energy) codes inspections as authorized according to State of Tennessee Codes Inspector licensure. Additionally, this position will be required on an as needed basis to perform a full range of related duties in conjunction with other department staff to enforce environmental, nuisance, housing, and property maintenance codes to safeguard public health, safety and general welfare of the public. This position is also responsible for related administrative functions as it relates to documentation of inspections and enforcement processes.
ESSENTIAL FUNCTIONS:
Performs residential, commercial, and environmental inspections to ensure compliance with City codes, ordinances,
- and regulations.
- Assists the Building Official to ensure City’s compliance with adopted Federal, State and Local building related codes;
- Participates in conducting code enforcement actions
- Receives reports or complaints of code violations.
- Inspects alleged violations.
- Documents conditions observed.
- Determines if conditions are code compliant.
- Makes every reasonable attempt to work with property owner to achieve correction of violation;
- Issues violation notices and orders for correction, if all attempts for a cooperative solution have been
- exhausted;
- Takes immediate action to protect public health and safety in instance where violation is too significant to
- allow for delayed correction;
- Verifies accomplishment of corrections.
- Mediates code enforcement issues when applicable.
- Initiates appropriate enforcement actions in cases of noncompliance.
- Prepares warrants/citations for code violations.
- Assists City in preparing for legal action and testifies in court.
- Appear before the Zoning Board of Appeals, Board of Building/Housing Code Appeals and Trade Licensing
- Board, as requested.
- Provides technical and other assistance to other departments on interpretation and enforcement decisions.
- Conducts onsite inspections to verify compliance to approved drawings and applicable codes and ordinances.
- Actively pursues residential and commercial building trades certifications to become credentialed as
- a combination inspector by the International Code Council (ICC).
- Must maintain continuing education hours as required by the State of Tennessee Fire Marshal’s Office for licensure.
REQUIRED EDUCATION, EXPERIENCE, LICENSING, AND CERTIFICATIONS:
Building & Trades Inspector I:
- Minimal qualifications to be considered for this position are as follows:
- United States Citizen
- Must possess or able to immediately obtain a valid Tennessee Class D Driver’s License
- High School Diploma with at least three (3) years construction trade or related field experience.
- Must be certified or able to obtain first certification by the International Code Council (ICC) in building or trade as approved by the Building Official within one (1) year of date hire.
- Must be eligible for state licensure by the State of Tennessee Department of Commerce and Insurance.
- Must be able to obtain National Nuclear Security Administration clearance as needed. (not a Q clearance)
- Preference may be given to candidates with an Associate’s degree or greater in a general construction trade or
- equivalent, or additional relevant experience.
- Trade/Specialty certification types must be approved by the Building Official.
Building & Trades Inspector II:
- Minimal qualifications to be considered for this position are as follows:
- United States Citizen
- Must possess or able to immediately obtain a valid Tennessee Class D Driver’s License
- High School Diploma with at least five (5) years construction trade or related field experience.
- Must be certified in at least three (3) building or trades certifications by the International Code Council (ICC).
- Must be eligible for state licensure by the State of Tennessee Department of Commerce and Insurance.
- Must be able to obtain National Nuclear Security Administration clearance as needed. (not a Q clearance)
- Preference may be given to candidates with an Associates degree or greater in a general construction trade or equivalent, or additional experience in inspections and/or general construction or Fire Service.
- Consideration may be given for additional certifications to meet this requirement.
- Specialty type certifications must be approved by the Building Official.
Building & Trades Inspector III:
- Minimal qualifications to be considered for this position are as follows:
- United States Citizen
- Must possess or able to immediately obtain a valid Tennessee Class D Driver’s License
- High school diploma or GED required; post-secondary education in construction, engineering, or related field preferred.
- Minimum of four (4) years progressive experience in building inspection and code enforcement.
- Valid State licensure as required.
- Demonstrated advanced knowledge of Federal, State, and Local building codes.
- Actively maintains advanced certifications through the International Code Council.
- Required to hold the following ICC building and trade certifications: two (2) Building, two (2) Plumbing, two (2) Mechanical, two (2) Electrical certifications; plus Property Maintenance certification. Other certifications may be substituted if approved by the City Manager or his designee.
- Combination Inspector credential preferred.
- Maintains continuing education hours as required by the Tennessee State Fire Marshal’s Office for licensure.
