Job Duties and Preferred Qualifications:
The Virginia Beach Human Services Department is seeking candidates for the position of Family Services Specialist III (FSSIII). The selected candidate will be responsible for working with a team of Family Services Specialist in the Employment Services Division: Child Care Subsidy Program to develop self-sufficiency plans and supportive services that offer families the opportunity to achieve economic independence; assess and provide services; serve on program and departmental committees; and ensure local and state benchmarks are achieved.
Duties:
Lead a team of professionals in managing a high-volume caseload; ensuring that program participants are informed of the responsibilities and requirements of program participation.
Assist participants in achieving economic independence by addressing barriers to employment and by providing supportive services.
Assist with job development, job retention and career advancement services.
Ensure accuracy in the caseloads, including inputting of data in the Virginia Case Management System (VaCMS); ensure timely processing of applications and other required case management standards.
Identify and implement best practices related to program function, flow and service delivery.
Review, prepare and present data reports monthly to upper leadership.
Demonstrate knowledge in human behavior, parenting skills, child development, mental health, substance abuse, learning disabilities, the labor market and the local economy.
Prepare and participate in monthly supervisory conferences.
Adhere to timeframes mandated by State guidance.
Respond to client crisis situations immediately.
Develop and maintain local Standard Operating Procedures (SOP) and/or Guidance Manuals for all functions within the program scope.
Utilizing the Supervision Tool, conduct and document monthly supervision with all direct reports for purposes of providing direction, guidance, training and support.
Ensure that staff adheres to their workday schedule while in the office or teleworking.
Maintain 100% timely compliance with staff performance evaluations.
Ensure that staff attend and complete mandatory training in the required timeframe.
Conduct comprehensive monthly Quality Assurance on cases for accuracy in documentation, verifications system data entry, and accuracy of case approvals and denials.
Develop action plans for employee professional development opportunities.
Schedule: Monday – Friday 8:00am – 5:00pm
And here's the exciting part - the selected candidate will qualify for a $3,000 hiring bonus! Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
$500 will be awarded in the first paycheck.
$1,000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
$1,500 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
Preferences:
Bachelor’s Degree in Human Services field or Equivalent.
Experience with Childcare program policies and procedures.
Experience working with Virginia State DSS Systems: VACMS, SPIDER, Rushmore, APECS, MMIS, FUSION or other comparable software applications.
Experience in data collection, analysis of data and appropriate application to monitor productivity of staff.
Two (2) or more years of experience as a Supervisor in a similar role.

Minimum Requirements:
Minimum Qualifications: Requires a Bachelors degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology, or sociology) and five (5) years of experience in a human services field; or possess a Bachelors degree in any field accompanied by a minimum of seven (7) years of related experience in a human services area. Must have a current and valid driver’s license.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
