This position provides implementation services for large, complex, cross-administration projects and programs at Department of Human Services (DHS). Services include project management and process design that incorporate Continuous Improvement (CI) principles; project planning and execution, including determining appropriate scope, coordinating project team activities, tracking tasks, and documenting outcomes; performance measurement development, tracking and analysis; knowledge transfer and platform support services for teams throughout DHS, project support for CI projects in order to establish and foster a CI culture and support CI efforts. This position maintains the team InfoLink content regarding Project & Program Implementation Services PPIS services, resources and templates. This position will also ensure the day-to-day operations of the Knowledge Transfer and Platform Support programs are supported and projects assigned to (PPIS) are completed on-time and on scope.
Domain of responsibilities include, but not limited to:

Continuous improvement-informed Implementation project management and support: Lead and support large and complex implementation and process design projects throughout the agency.

Initiate and lead knowledge transfer projects for individuals or teams throughout the agency.
-
PPIS System Development/Support, Business Analysis, Quality Assurance, and Web Content Maintenance
-
Facilitate training and workshops on topics relevant to the PPIS portfolio including project management and project management solutions, knowledge transfer tools and resources, performance measures and control plans, process design and documentation.

Two (2) years of working experience in project management and/or continuous improvement in a large organization (500+employees).
Experience must demonstrate the following:

Experience managing large, complex projects, including planning, documenting, and reporting on progress and outcomes.

Experience conducting data planning, collection, analysis, and/or reporting.
-
Evaluating, designing or redesigning business processes and/or procedures.
-
Technical, report writing, and public speaking experience and presentation skills to effectively present complicated information in a simple, understandable way (plain language) while emphasizing the value to the audience.
-
Communication skills are sufficient to provide consulting and advice to staff while also effectively training staff at all levels.
-
Experience using project management software and tools (e.g. Smartsheet, MS Planner, Gantt charts, communication plans, risk registers, etc.)
- Bachelor’s degree or higher in Business, Social Work or a related field may substitute for one year of experience.

Variety of experiences working effectively with others from different backgrounds and cultures.
-
Knowledge of change management and continuous improvement principles.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding.

Application of Lean, DMAIC, DMADV, and/or other continuous improvement or innovation methodologies and principles to improvement efforts within an organization.
-
Formal training or certification in project management tools or methodology.
-
Six Sigma Yellow or Green Belt certification or similar certification in Continuous Improvement methodologies.
-
Strong understanding of or experience in data analysis, interpretation, and synthesis to present accurate and useful information.
-
Experience with database management and systems analysis.
-
