Principal Responsibilities: The candidate will be responsible for providing application development and system design expertise to both internal and external projects. Primary responsibilities include database design, application development, and the refinement and extension of internal and external reporting systems. Specifically, this individual will be expected to develop MS Access and SQL Server databases.
Position Qualifications: The Information Systems Specialist position is mid-level. The ideal candidate will be self-motivated and detail-oriented. Applicants must have exceptional writing skills, excellent verbal communication skills and a strong customer service orientation. Person should work well both independently and in a team environment. A background in socioeconomic development is preferred but not required. Experience with GIS application software (Arc IMS) a plus. Graduate degree in information systems preferred. The successful applicant will be expected to acquire a basic understanding of a specific analytical methodology and its application to substantive issues in socioeconomic development. Experience with databases, the graphical display of information and web page development is essential. Must have at least 3 (prefer 5 years) working experience in the development of Access and SQL Server applications. Prefer programming work experience with HTML and SQL. Candidates should also have a firm understanding of general query structure and functionality — clauses, joins, subqueries, views and indexing; along with experience using various functions — aggregate, date & time, arithmetic, character and conversion are also required. Additionally, successful candidates will possess a demonstrated ability to create new databases and to perform database management, testing and fine-tuning.
