Code 4 Hood Edu is seeking an experienced, relationship-driven Job Developer to support our Pathways Workforce Development Program and help connect youth and young adults to meaningful employment opportunities throughout the Sacramento region.
This is a 3–4 month contract position beginning in September 2026 and continuing through December 2026, with the potential for future opportunities based on program needs, performance, and available funding.
The Job Developer will focus primarily on employer engagement, job development, employment partnerships, and placement opportunities for youth and young adults participating in Code 4 Hood's workforce development programs.
We are looking for someone who knows how to build relationships with employers, pick up the phone and make connections, schedule meetings, develop hiring partnerships, and turn those relationships into real job opportunities for our young people.
About the Pathways Workforce Development Program
Code 4 Hood's Pathways Workforce Development Program helps youth and young adults develop the skills, confidence, and support needed to successfully enter and navigate the workforce.
Participants receive workforce preparation and support that may include:
- Career exploration
- Job-readiness training
- Resume development
- Interview preparation
- Workplace expectations and professional skills
- Employment navigation
- Job-search assistance
- Career coaching
- Employer connections
- Job placement support
- Post-placement mentoring and employment retention support
Our goal is not simply to prepare young people for work.
We want to create a direct pathway from training to employment.
The Job Developer will play a critical role in building that bridge.
What You’ll DoEmployer Outreach & Job Development
- Identify Sacramento-area employers with entry-level employment opportunities appropriate for program participants
- Conduct consistent outbound employer outreach through phone calls, email, LinkedIn, networking, community connections, and in-person meetings
- Introduce employers to Code 4 Hood and the Pathways Workforce Development Program
- Schedule and conduct meetings with hiring managers, recruiters, HR representatives, business owners, and other hiring decision-makers
- Develop relationships with employers willing to interview and hire Pathways participants
- Identify current and upcoming hiring needs
- Identify seasonal hiring opportunities, job fairs, hiring events, and workforce pipelines
- Develop direct hiring and referral relationships with local businesses
- Follow up consistently with prospective and existing employer partners
- Build and maintain an active employer contact and opportunity database
- Represent Code 4 Hood professionally at employer meetings, hiring events, workforce events, and community meetings as needed
Job Placement & Employment Connections
The Job Developer will work closely with Code 4 Hood program staff to connect job-ready participants with appropriate employment opportunities.
Responsibilities may include:
- Learning about participants' employment interests, skills, experience, availability, and career goals
- Matching participants with appropriate job opportunities
- Coordinating employer introductions
- Connecting participants to interviews and hiring events
- Developing direct referral pipelines with employer partners
- Following up with employers regarding interviews and hiring decisions
- Identifying barriers that may prevent successful placement and communicating those needs to program staff
- Tracking interviews, job offers, placements, start dates, and employment outcomes
- Maintaining regular communication with employer partners after placement

Our participants are entering the workforce at different stages. We are looking to develop relationships with employers across a variety of industries that offer accessible entry-level employment and career pathways, including:
- Retail
- Restaurants and food service
- Hospitality
- Customer service
- Security
- Warehousing and logistics
- Transportation
- Truck driving and CDL career pathways
- Truck driving schools and training programs
- Construction
- Skilled trades and apprenticeships
- Healthcare support occupations
- Administrative and office support
- Recreation
- Entry-level technology opportunities
- Community-based and youth-serving organizations
- Other industries offering strong entry-level employment opportunities
We are especially interested in employers willing to provide opportunities to young people who may have limited previous work experience but are motivated, prepared, coachable, and ready to work.
90-Day Mentoring & Employment Support Model
A major part of this role will be helping employers understand and participate in Code 4 Hood's 90-Day Mentoring & Employment Support Model.
We recognize that getting the job is only the first step.
Young people entering the workforce may need additional support as they adjust to workplace expectations, communication, scheduling, transportation, conflict resolution, professionalism, and other challenges that can affect employment retention.
Our goal is to provide an additional layer of support during the employee's critical first 90 days.
The Job Developer will help communicate this model to prospective employers and position it as an added benefit of hiring a Code 4 Hood Pathways participant.
Code 4 Hood prepares and supports the participant.
The employer provides the opportunity.
Together, we help the young person succeed and remain employed.
What Success Looks Like
This is a relationship-driven and results-oriented contract role.
Success will be measured by the Job Developer's ability to:
- Develop a consistent pipeline of employer prospects
- Conduct meaningful employer outreach
- Secure meetings with hiring decision-makers
- Establish new employer partnerships
- Identify active employment opportunities
- Generate interviews for Pathways participants
- Secure employment placements
- Develop repeat hiring relationships
- Introduce employers to the 90-Day Mentoring & Employment Support Model
- Maintain consistent employer follow-up
- Accurately document employer contacts, opportunities, interviews, placements, and outcomes
We are looking for someone who understands that job development requires persistence, relationship building, sales skills, follow-through, and measurable results.
Ideal Candidate
The ideal candidate has previous experience in one or more of the following:

- Job development

- Staffing or recruiting
- Career services
- Business development

We strongly prefer someone who has previously worked directly with employers and understands how to turn employer outreach into interviews, hiring opportunities, and placements.
Existing Employer Network Strongly Preferred
Candidates with an established Sacramento-area employer network or book of business are strongly encouraged to apply.
Existing relationships with employers, recruiters, hiring managers, staffing agencies, workforce organizations, training providers, chambers of commerce, trade organizations, or other employment partners are highly desirable.
We are especially interested in someone who can bring existing workforce relationships to the table while also developing new employer partnerships for Code 4 Hood.
Qualifications
- Previous job development, workforce development, employer engagement, recruiting, staffing, business development, or career services experience strongly preferred
- Demonstrated ability to build relationships with employers and hiring decision-makers
- Comfortable making outbound employer calls and conducting direct outreach
- Strong networking and relationship-building skills
- Comfortable scheduling and conducting professional employer meetings
- Excellent verbal and written communication skills
- Strong organizational and follow-up skills
- Comfortable managing multiple employer prospects and opportunities simultaneously
- Ability to work independently and meet established goals and deliverables
- Comfortable tracking employer outreach, opportunities, interviews, placements, and outcomes
- Knowledge of the Sacramento-area employment market strongly preferred
- Experience working with youth, young adults, workforce programs, nonprofits, or community-based organizations preferred
- Reliable transportation for local employer meetings and workforce events as needed

The position will include a combination of remote employer outreach, phone and email prospecting, virtual meetings, and in-person meetings with employers, workforce partners, and Code 4 Hood staff.
This is an initial 3–4 month contract with the possibility of future or extended contract opportunities based on performance, organizational needs, and available funding.
