The Idaho Department of Fish and Game (IDFG) is seeking a License Operations Manager (Automated System Manager). This position is part of the Communications Bureau and has overall responsibility for oversight of the department's hunting and fishing licensing functions, including maintenance of the agency’s third-party vendor supported electronic licensing system, implementation of licensing function changes as directed by agency policy, administrative rule, or Legislative action, and supervision of employees. This position will be located at our Headquarters Office in Boise.

Responsibilities:
- Supervision of the licensing program staff, including both permanent and year around temporary employees that provide technical support and both internal and external customer service.
- Management of the third-party license system contract(s), including participation in system procurement and implementation, when necessary, oversight of system enhancement testing and releases, and primary contract for vendor relationship and contract monitoring.
- Provide statewide licensing and customer service guidance to regional staff, license vendors, and customers, such as program procedures, policies, and guidelines.
- Responsible for successful administration of major licensing functions, including oversight of of the multiple annual controlled hunt draws and high-volume tag sales events the SuperHunt tag program, electronic tagging programs, and mandatory hunter reporting.
- Serve as a conduit for license sales reporting, including nonresident deer/elk tags, overall revenue figures, and ad hoc reporting by license type.
- Maintain relationships with sportsmen, while upholding Idaho licensing laws and Commission rules.
- Provide support and licensing program expertise to agency leadership when developing potential changes to licensing policy, rules, and/or laws.
Minimum Qualifications:
- Good knowledge of management practices. (Typically gained by completion of two three credit or equivalent upper division college-level courses that included all the essential elements of management (Planning, Organizing, Leading, and Controlling); OR successful completion of college/university sponsored leadership/management program or equivalent AND six months of experience performing all management elements; OR one year of experience performing all management elements. Please be sure to include in your resume any coursework or training you have received and the dates of any experience you may have that included the essential elements of management.)
- Some knowledge of project management practices. (Typically gained by completion of at least one project management course OR six months of work experience assisting with projects.)
- Experience analyzing the capabilities and operation of an automated system including hardware and software to modify systems design. (Typically gained by at least one year of experience as a business analyst, project lead, project manager, or similar role on an automated systems project.)
- Experience applying state and federal laws and regulations to specific program areas. (Typically gained by one year of experience equivalent to a program specialist developing policies and procedures based on applicable state and federal laws.)
- Experience analyzing system output data and writing recommendations or related action for follow-up. (Typically gained by at least one year of experience reviewing and analyzing the results of major programs and taking appropriate action, including written follow-up.)
- Experience supervising staff. (Typically gained by at least one year of experience where you were responsible for interviewing and selecting staff, providing work direction and training, evaluating performance and generating employer problem solving solutions. Please be sure to include in your resume the length of time, number, and level of staff supervised.)
