COMPTROLLER Job Description
DEPARTMENT: FINANCE
OBJECTIVE: Administers financial policies and directives, finance and accounting systems and activities, and fiscal reporting systems for BBNA in accordance with generally accepted accounting and audit principles, with a strategic focus towards ensuring that BBNA is financially stable, fiscally sound, and able to meet BBNA’s mission, purpose, and values.
QUALIFICATIONS: EDUCATION & EXPERIENCE
- A thorough knowledge of fund accounting, to include a sound understanding of overall accounting processes, financial statement preparation and related disclosures.
- P.L. 93-638 compacting and contracting experience
- Advanced Financial Management. Degree in business administration with a major in accounting or finance and four years supervisory experience. At discretion of BBNA, additional years of experience at an upper management level may substitute for college education.
- Professional level accounting experience includes the areas of general accounting, payroll operations, fixed assets and depreciation with increasing responsibility at an executive level.
- Adept with contemporary computer applications and software that is used on a daily basis including advanced excel; accounting software, preferably MIP Fund Accounting software or similar; Confluence and Jira, and other current Microsoft products.
- Familiarity or experience specifically with complex non-profit fiscal systems, Tribal Governments, concepts and application of financial management systems.
- Knowledgeable of federal regulations, especially those covering Bureau of Indian Affairs.
- Demonstrated administrative skills and sound fiscal judgment.
- Ability to explain financial policies and procedures to staff and organizational leaders.
- Background clearance including fingerprints.
Preferred:
- Direct experience with Alaska Native non-profit organizations and rural service delivery.
- Familiarity with Bristol Bay area, people, and cultures.

Achieves BBNA’s Long-Term Financial Goals by
- Ensuring that BBNA is financially stable, fiscally sound, and able to meet BBNA’s mission, purpose, and values.
- Working with Senior Management in efforts to diversify funding so BBNA is not overly reliant on a single funding source, can achieve greater access to unrestricted cash and maintain consistent cash flow.
- Collaborating with members of BBNA’s Senior Managers to keep a pulse on Department development and growth
Provide Fiscal Management by
- Serve as the primary point of contact for outside agencies for financial matters, financial regulations, including BBNA Financial Management Procedures and P.L. 93-638 and reporting requirements while maintaining relationships with banks and finance agencies; oversee all accounting functions (including payroll, accounts receivable/payable, purchasing, property management, and internal auditing); act as custodian of records for funding contracts and insurance; and ensure continuous commercial insurance coverage.
- Administering BBNA’s Compact funding systems including:
- Ensures the Annual Funding Agreement for the Compact is submitted timely to ensure cash flow for operations.
– Reconciles and certifies Tribal Allocations in the Reprogramming Request submitted to OSG.
– Formats the Funding Agreement into budgets for each Director and submits to the President / CEO.
– Attends the annual Compact Negotiation to verify tribes in and out of the Compact.
– Compact funds draw down in the ASAP system.
– Calculates the Contract Support Cost funding.
– Being prepared to explain Compacting issues and funding to the Board of Directors as directed by the President / CEO.
- Calculate and facilitate the tribal pass-through amounts (including JOM) and ensure tribes are in compliance to receive funds.
- Prepare Compact audit work papers, grant analysis, and cash receipt schedules for annual audit.
- Calculate and project funds are available for meeting BBNA’s Administrative services.• Arranging for BBNA’s annual audit and taking action to complete any corrective actions identified by the auditors.
- Issuing recommendations for documents that require authorization by BBNA’s Contracting Officer (President/Chief Executive Officer), such as insurance purchases and original contracts and leases.
- Having and delegating responsibility as appropriate within BBNA’s Finance Department functions including:
- Signatory authority for checks, drafts, and demands for money.
- Approval of purchase requisition and vouchers and payment for same.
- Administering original contracts/grants and leases as assigned.
- Recommending investment of surplus corporate funds.
- Recommending insurance purchases as needed by the organization.
- Preparing and submitting indirect cost proposals for the organization.
- Establishing systems for financial controls and using the system to create reports that allow for financial planning and compliance.
- Providing fiscal information for management in developing short term and long-term organizational goals and objectives of the organization.
- Providing financial information to Department Directors to prepare annual operating budgets.
- Providing staff support in program budget development and management.
- Ensuring timely review and approval of all financial reports for internal and external purposes.
- Ensure completion of all Federal and State tax reports.
- Directly supervising and participating in the closing and financial statement preparation; monthly, and for the year end audit.

Fulfills responsibility to the Board of Directors by
- Preparing reports and attending Quarterly Audit & Finance Committee Meetings
- Attending Full Board and Executive Committee meetings as required by President & CEO.
- Responding to Board inquiries and recommendations as requested by the President & CEO.
- Attend negotiations and contractual meetings as required by the President & CEO.
- Providing a safeguard and accurate reporting of the assets of the members of the Association and shall advise the President/CEO on the day-to-day fiscal issues of the Association.
Keep Management Informed by
- Reporting financial status to the Executive Committee and the Board’s Budget and Audit Committee as required by the President & CEO.
- Preparing a monthly report to President & CEO.
- Ensuring accurate timely financial data & information is available to management in preparation and review of annual budgets, contracts and reports to funding agencies.
- Acting as point of contact for Senior Management for the financial aspects of program development and future staffing.
- Provide notice of timelines for Senior Management regarding budget submission timelines.
- Develops and maintains cooperative working relationships and communications with BBNA department directors and staff.
- Participating on staff committees, such as the Budget Committee, Insurance Committee and Benefits Committee to provide current financial information, as assigned by the President & CEO.
- Creating and updating an orientation training for BBNA’s new budget supervisors.
- Monitoring department budgets/spending and notifying department directors of status of funds.
- Providing regular monthly program budget reports.
Meet requirements for travel in and out of region by
- Scheduling well planned trips if necessary to provide services, participate in training, workshops and to exchange information.
Monitors and improves program and service quality by
- Monitoring and being prepared to respond to key federal and state initiatives relating to BBNA’s finances, including proposed legislation, rulemaking, and regulatory changes.
- Conducting periodic department reviews and recommending appropriate changes.
Protect program integrity and client privacy by
- Agreeing to BBNA’s policy on confidentiality, keeping confidential information gained through employment secure, during and after this employment.
