The Accounting Specialist, CPA reports to the Accounting & Compliance Manager and serves as a key support member of the Finance Department within the County Clerk’s Office. This position assists with financial reporting, budget preparation, and administrative processes while helping ensure compliance with applicable Oklahoma statutes and County policies. Under guidance, this role supports the preparation of financial documents, reconciliations, and reports, and collaborates with team members and other County departments to promote accurate and timely financial operations. The Accounting Specialist will develop a working knowledge of County procedures, systems, and regulatory requirements to assist in daily operations and continuous process improvement. This position contributes to the preparation of the County’s Annual Adopted Budget and the Annual Comprehensive Financial Report (ACFR) by gathering data, assisting with documentation, and supporting coordination efforts across County offices.
Essential Functions
· Prepare, review, reconcile, and maintain financial records, journal entries, and accounting transactions in accordance with County policies, Generally Accepted Accounting Principles (GAAP), and applicable governmental accounting standards.
· Assist with the preparation of monthly, quarterly, and annual financial statements, reconciliations, and supporting schedules.
· Prepare and assist in compiling financial reports and summary documents for presentation to the Board of County Commissioners, Budget Board, and Public Building Authority (PBA) for approval and informational purposes.
· Support the preparation of the County's Annual Adopted Budget, Estimate of Needs, and Annual Comprehensive Financial Report (ACFR) by compiling financial data, preparing schedules, and assisting with documentation.
· Apply analytical skills to review financial processes, identify discrepancies, and monitor trends.
· Under supervision, prepare required financial documents in compliance with County, State, and Federal regulations and fiscal control standards.
·Collaborate with County finance staff to ensure financial data is recorded accurately, in accordance with established timelines and procedures.
· Assist in developing and maintaining reports to track daily financial activity, departmental operations, and special projects to ensure accurate and compliant records management.
· Support daily financial operations and assist with monthly, quarterly, and year-end processes.
· Maintain and update financial data within MUNIS, ensuring accuracy, completeness, and reporting functionality.
· Support administrative functions related to public meetings.
· Communicate effectively in both small and large group settings, including presenting information clearly, responding to questions, and adapting quickly to provide thoughtful, accurate responses.
· Translate financial terminology and complex concepts into clear, concise, and understandable language for non-financial audiences.
· Stay current on best practices, regulatory updates, and system enhancements related to financial operations.
· Provide professional and responsive customer service via phone, email, and in-person interactions.
· Maintain confidentiality, accurate timekeeping, and compliance with all County policies and procedures.
· Perform other duties as assigned in support of departmental and County objectives.
