OBJECTIVE:
Responsible for overseeing data systems, providing end user technical support, training, and reporting program outcomes as needed by the division’s leadership team. This position ensures the accuracy, integrity, and compliance of data systems supporting young children and families, including developmental, health, and behavioral services. The MIS Data Manager plays a critical role in supporting program outcomes, family engagement, and regulatory compliance through effective data management, reporting, and staff support.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in computer science, business, Early Childhood Administration, or related field with four (4) years of relevant experience; or any combination of education and experience totaling eight (8) years.
Knowledge of early childhood programs, data systems, and reporting requirements preferred.
Proficiency in Microsoft Office Suite and database systems.
Strong written and verbal communication skills, with the ability to translate technical information for non-technical users.
Ability to work collaboratively with early childhood professionals.
Strong organizational, time management, and analytical skills.
Ability to maintain confidentiality and handle sensitive child and family information.
Knowledge of HIPAA, FERPA and data privacy standards.
Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
Ability to work flexible and non-traditional hours, including evenings and weekends as needed.
DUTIES & RESPONSIBILITIES (Non-Inclusive)
• Manage and maintain electronic records and data systems for the Early Childhood Education Department.
• Enter and monitor data related to child development, family engagement, home visits, service outcomes, and staff credentials and training.
• Generate monthly reports on enrollment and attendance.
• Conduct data analysis to support school readiness initiatives, grant requirements, and quality improvement efforts.
• Develop and maintain documentation, user guides, and data protocols tailored to Early Childhood services.
• Monitor compliance with Office of Head Start, HIPAA, FERPA, and ECECD regulations and expectations.
• Monitor data systems to ensure adherence to early childhood reporting standards and funding guidelines.
• Monitor data entry completed by program staff to ensure consistency and accuracy throughout the program.
• Provide technical assistance to MIS specialists, home visitors, center-based staff, and leadership team members for data entry and family communication platforms currently utilized by the agency.
• Train staff on data entry standards, documentation requirements, and system use specific to early childhood services.
• Develop systems for tracking and prioritizing technical support requests.
• Conduct routine data quality audits to ensure accuracy, completeness, and timeliness.
• Assist with grant reporting, monitoring compliance metrics, and documenting program performance.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:
This position is exempt from overtime provisions of the Fair Labor Standards Act. This is a professional position, which requires strong organizational and communication skills, as well as judgment, tact and diplomacy in contacts with employees, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality.
Background investigation to include fingerprinting will be required.
Good general health and ability to lift and carry 55 lbs. are essential. Physical required at time of hire and may be required every five years. TB Test may be required at time of hire.
Travel may be required. Must submit valid driver’s license and proof of satisfactory car insurance under NM Motor Vehicle requirements.
