Responsible for overseeing the construction of new installations and other types of construction work to ensure that procedures and materials comply with the plans and specifications. Measures distances to verify accuracy of dimensions for all installations and layouts. Creates reports and completes required regulatory compliance documentation as needed. Prepares files on subdivisions that are applying for service which includes letters of conditions, water service agreements, and exclusion letters. Prepares the documentation for all projects that require easements, and corresponds with land owners in order to acquire required signatures for easements. Responsible for coordinating with the GIS Specialist to ensure that all water structures for new developments are added to the mapping system. Creates detailed sketches or notes, and coordinates bacteriological tests. Inspects materials to be used in new construction and for bedding for pipelines. Assists the Planning & Development Manager by acting as a liaison between the contractor and the Corporation. Assist the Planning & Development Manager with the interpretation of blueprints and specifications for the contractor, and with addressing any deviations from specified construction plans to ensure compliance with all regulations. Keeps the Planning & Development Manager apprised at all times regarding project progress and any deviation from original plans. Will provide the Planning & Development Manager with the computed monthly work estimates completed for contractors. Will perform site inspections for projects as needed. Participates in job specific training, and other various required corporate training programs to include cross training within the department; Complies with federal and state regulations and all established corporate policies and procedures. Other duties as may be assigned.
A self-starting individual who possesses a high school diploma or GED and at least six years prior work experience in a related position. Must possess a current Texas Driver License and must be insurable by the Corporation’s insurance underwriter. Must have a Type I Waste Water Collection Operator License, Class C Water Distribution License, and a Customer Service Inspector license through the Texas Commission on Environmental Quality (TCEQ). Must also be current with TCEQ required coursework required for the position. Must have good communications skills, in order to effectively present information to employees and management of the Corporation. Must be fluent in English (written and verbal). Must have strong familiarity and working knowledge of blueprints and all rules and regulations pertaining to water supply corporation construction and installations. Must possess good judgment as well as exercise discretion in the performance of daily duties. Must be able to work a flexible work schedule between 7:30 a.m. and 5:00 p.m. during the workweek with occasional weekends or late hours as needed. Must have the ability to frequently lift and/or move items up to 40 pounds. Vision abilities required for this position include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The noise level associated with this position is generally loud.
Prior experience working with a water supply corporation or public utility is preferred.
