The successful candidate must understand the business implications of their decisions and align their efforts with the goals of the City. Candidates should be capable of building effective working relationships with their fellow department heads as well as their shared support staff and the public in general. They should possess the highest ethical standards and understand that they will be entrusted with public funds. l.
The citizens of Frankenmuth have high expectations for all their City staff, and the Treasurer will need to work hard to meet them as a key staff member. The Treasurer must be open and honest, possess a high degree of integrity and promote transparency. The individual will work diligently to keep the City Manager informed about any potential financial concerns, and develop the information to assist the City in making good, informed decisions.
While we expect to receive applications from candidates with government and/or municipal experience, the City is willing to provide training to a highly qualified candidate that would like to transition from the private sector. A private sector applicant should demonstrate how their experience in the private sector has prepared them for the unique aspects of government accounting and municipal finance.
TREASURER’S OFFICE
The Treasurer’s Office is made up of two employees, including the Treasurer and a Deputy Treasurer, with support from two others who provide some assistance and allow for separation of duties. Technical support is provided by the City’s auditing firm and financial advisors for specific projects such as larger debt (bond) issues. The Treasurer also works very closely with the other administrative departments of the City including the Assessor, Clerk and City Manager. The Treasurer’s office often collaborates with other department heads to develop the annual budgets as well as financial reports for the various City functions. They work closely with the City Manager and the City’s auditing firm to keep the City Council apprised of the financial affairs of the City.

POSITION SUMMARY:
Under the general supervision of the City Manager, plans and directs the financial and treasury functions of the City, acting as the Finance Director. Ensures accurate accounting of all City funds, monitors expenditures, collects taxes and other receivables, and oversees accounts payable, accounts receivable, and payroll. Helps direct and plan the budget development process, and coordinates the annual audit.
ESSENTIAL JOB FUNCTIONS:
The City Treasurer serves as an integral executive officer and chief financial administrator for the municipality. Appointed in accordance with the City Charter, the Treasurer is responsible for the statutory custody, investment, and disbursement of all public funds, administration of property tax collections, oversight of utility billing operations, general ledger maintenance, payroll processing, and internal audit controls. The treasurer routinely answers inquiries, complaints, and concerns from residents, businesses, and staff.

SALARY AND BENEFITS
$75,000 TO $110,000, dependent on qualifications.
