Join the City of Gresham’s Human Resources team as a Senior Human Resources Analyst in talent acquisition. We’re looking for a well-rounded HR professional and full-lifecycle recruiter who serves as a trusted advisor and strategic partner to hiring managers and leadership on recruitment and selection. You’ll own recruitment strategy and outreach with an equity lens, lead process improvements to testing and selection, and help mentor others on a small, highly engaged HR team. Experience with an applicant tracking system such as NEOGOV, working knowledge of EEO law, and familiarity with Oregon’s Veterans’ Preference requirements will set you up to succeed from day one.

About the team
You’ll be part of a small and highly engaged HR team serving the City’s workforce, including employees represented by three unions (Police, Fire, and General Unit) as well as non-represented staff. Together the team manages recruitment, classification, compensation, benefits, leave administration, employee and labor relations, EEO, training, and organizational development. As a senior member of the team, you’ll have the opportunity to lead projects, mentor colleagues, and build well-rounded HR experience in a nimble, practical, and innovative environment.
What you’ll do

Consult with hiring managers to identify, attract, and recruit top talent — evaluating staffing needs, developing job descriptions, and building recruitment plans and sourcing strategies.

Develop, write, and revise job announcements for a wide range of positions, identifying minimum and preferred qualifications supported by the City’s classification system.

Advertise openings, source and pre-screen candidates, and manage the full-lifecycle selection process through interviews, reference and background checks, offer, and onboarding.

Partner with hiring managers to develop employment offers, using the City’s pay equity tools and collective bargaining agreements to ensure compensation meets City equity standards.

Serve as the subject matter expert and first point of contact for recruitment, guiding managers through valid selection processes and timely hiring decisions.

Lead and improve testing, selection, and promotional processes across the City, and standardize and document process improvements.

Ensure recruitment practices are lawful, consistent, and equitable, including EEO protections and Oregon’s Veterans’ Preference requirements.

Maintain accurate, organized documentation of candidates, searches, and hiring-manager interactions for legal compliance.

Build and strengthen partnerships through outreach — job fairs, networking events, and presentations at schools and community groups — to grow the City’s talent pipeline.

Conduct research and analysis on recruitment and selection topics, draw valid conclusions, and prepare reports and recommendations.

Mentor and provide functional guidance to other HR staff, and may serve as project lead on large-scope recruitment and outreach initiatives.

Participate in new hire onboarding and employee orientation, and contribute to broader HR projects and diversity, equity, and inclusion initiatives.
What you’ll bring

Experience in full-lifecycle recruiting in the public sector, including research and candidate sourcing, pre-screening, development of valid selection processes, job analysis, wage and salary trends, and pay equity.

Experience with recruiting and applicant tracking systems (for example, NEOGOV or similar).

The ability to educate and influence hiring managers toward valid selection processes and timely, well-supported hiring decisions.

Strong organizational, time-management, and written and verbal communication skills in a deadline-driven environment.

Discretion with confidential and sensitive matters, and sound independent judgment at the advanced professional level.
