The Procurement Department seeks a skilled professional to oversee and enforce internal County procurement procedures, policies, and best practices related to solicitations, contracts, vendor performance, and procurement code compliance. Develops and implements procurement guidelines; ensures the proper acquisition and inventory of products and services; participates in budget preparation activities, and reviews training materials to maintain compliance with current best practices. The role requires extensive coordination with the Procurement Director to ensure the timely completion of procurement solicitations and contracts while exercising considerable independent initiative, discretion, and judgment. Supervises subordinate staff, administers counseling and disciplinary actions, addresses employee complaints and grievances, and makes recommendations regarding the hiring, termination, and promotion of personnel. Work is performed under the general supervision of a higher-level administrator and is evaluated through conferences, reports, and the quality of results achieved.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
A Bachelor’s Degree in Business/Public Administration, Management, Business Law, Marketing, or Procurement; minimum of five (5) years of experience in procurement operations, which includes five (5) years of supervisory experience,
OR
An unrelated Bachelor’s Degree; minimum of six (6) years of experience in procurement operations, which includes five (5) years of supervisory experience,
OR
An Associate’s Degree in Business/Public Administration, Management, Business Law, Marketing, or Procurement; minimum of seven (7) years of experience in procurement operations, which includes five (5) years of supervisory experience,
OR
Graduation from high school or an equivalent recognized certification; minimum of nine (9) years of experience in procurement operations, which includes five (5) years of supervisory experience.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
- Current National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP),
- Experience using CGI Procurement/financial systems (Advantage), and
- Experience using work order tracking systems, or any other Enterprise Content Management (ECM) systems (must specify in application).
