This role is contingent upon contract award.
CTRMG is seeking an experienced Program Manager / Senior Contract Specialist to support a federal acquisition services program for the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, supporting the Office of Safety, Security and Asset Management (OSSAM). This role will lead acquisition support operations across the full contract lifecycle and serve as a key point of contact for program execution, staffing oversight, quality control, and customer coordination
Requirements:
- Lead and supervise acquisition support personnel performing pre-award, solicitation, evaluation, award, and post-award contract support.

Oversee procurement action workflow, staffing coverage, deliverable quality, and responsiveness to Government priorities.

Support acquisition planning, market research, documentation, regulatory compliance, and approval coordination.

Direct development and review of RFQs, RFPs, IFBs, combined synopsis/solicitations, memoranda, checklists, and related contract file documents.

Support evaluation activities, vendor communications control, pricing and business analysis, negotiation support, award documentation, FPDS reporting, and debriefing documentation.

Manage post-award activities including modifications, option notices, de-obligations, contract administration support, and electronic procurement files.

Ensure completion of required reports and meetings, including monthly progress reports, weekly status updates, bi-weekly meetings, and file submissions.

Maintain service quality aligned with contract performance standards, including staffing continuity, document quality, and timely response to Government concerns.
Minimum Qualifications

Bachelor’s degree

At least 7 years of experience in program management, contracting, acquisition planning, or a combination of the three

Current or previous FAC-C certification for a minimum of 5 years, or civilian equivalent.

Strong cradle-to-grave federal contracting experience.

Strong knowledge of FAR and federal acquisition processes; HHSAR familiarity is a plus.

Excellent written and verbal communication skills.

Ability to work during CDC core hours of 9:00 a.m. to 3:00 p.m. Eastern Time
Preferred Qualifications

Prior experience with Integrated Contracts Expert (ICE)

Experience supporting HHS, CDC, or other civilian federal acquisition environments.

Experience managing distributed teams supporting multiple procurement actions at once.
Security Requirements
Selected candidates must be able to obtain and maintain HHS/CDC agency access, including background investigation processing, identity proofing, and fingerprint-based checks required for issuance of an HHS identification card. Depending on the position designation, HHS may require a NACI, MBI, or other level of background investigation.
