Salary Range
$80,000 - $135,000
Job Function
The Director of Strategic Initiatives serves as a strategic partner to the Chief Executive Officer and is responsible for coordinating, implementing, monitoring, and advancing the Housing Authority's strategic plan and enterprise-wide initiatives.
This position works closely with the CEO, Board of Commissioners, and executive leadership team to ensure organizational priorities are translated into actionable plans, clearly communicated across the agency, and successfully executed. The Director of Strategic Initiatives drives organizational alignment, strategic accountability, and cross-functional collaboration to achieve agency goals and fulfill the Authority's mission.
The Director leads strategic and transformational initiatives that impact multiple departments, supports organizational growth and redevelopment efforts, monitors progress toward strategic objectives, and provides executive-level reporting and analysis regarding agency performance. This position serves as a central coordinator for strategic priorities and CEO-directed initiatives, ensuring leaders remain accountable for commitments, timelines, and outcomes.
Essential Functions
Strategic Planning & Execution

Lead implementation and ongoing execution of the Authority's strategic plan.

Translate Board-approved and CEO-directed strategic priorities into actionable implementation plans.

Coordinate agency-wide strategic initiatives and ensure alignment between departmental objectives and organizational goals.

Facilitate annual and multi-year strategic planning processes.
-
Develop implementation roadmaps, milestones, timelines, and accountability structures for strategic initiatives.
-
Monitor progress toward strategic objectives and identify risks, barriers, and resource needs that may impact successful implementation.
-
Recommend adjustments and strategic solutions to maintain progress toward agency goals while considering emerging opportunities, regulatory changes, community needs, and organizational, operational, financial, regulatory, and external risks.

Support redevelopment, expansion, and organizational transformation initiatives that advance the Authority's long-term strategic vision.
CEO & Executive Leadership Support

Serve as a strategic advisor and key resource to the Chief Executive Officer.

Coordinate implementation of CEO-directed initiatives and organizational priorities.

Assist executive leadership in aligning departmental activities with strategic objectives.
-
Facilitate leadership meetings, strategic planning sessions, retreats, and executive workgroups.
-
Track executive commitments, action items, and organizational priorities to promote accountability and successful completion.

Prepare executive-level briefings, reports, presentations, and recommendations for leadership and Board review.

Support special projects assigned by the Chief Executive Officer.
Strategic Performance Monitoring

In collaboration with the Quality Improvement Director, develop and maintain executive-level strategic dashboards that provide visibility into agency-wide progress toward strategic goals.

Monitor enterprise-level organizational performance indicators tied to strategic objectives.

Analyze trends, outcomes, and results associated with strategic initiatives.
-
Prepare progress reports for the CEO and Board of Commissioners regarding implementation of strategic priorities.
-
Coordinate organizational reporting related to strategic plan implementation.
-
Ensure transparency and accountability for strategic commitments and organizational objectives.
Partnership Development & External Relations
-
Build and maintain strategic partnerships with local and state governments, community organizations, nonprofit partners, developers, educational institutions, and philanthropic organizations.

Identify opportunities to leverage partnerships in support of strategic objectives.
-
Represent the Authority on committees, task forces, collaborative initiatives, and community planning efforts as assigned.

Assist the CEO in cultivating relationships that advance the organization's mission and long-term goals.
Strategic Funding & Special Initiatives

Identify strategic funding opportunities that support organizational priorities.

Assist in pursuing grants, partnerships, and external funding aligned with agency objectives.

Coordinate implementation of strategic grant-funded initiatives and special projects.
-
Support long-range planning efforts related to redevelopment, affordable housing expansion, self-sufficiency initiatives, and organizational growth.
Enterprise Project & Transformation Leadership

Lead major agency initiatives that span multiple departments and business functions.
-
Coordinate strategic transformation projects, redevelopment efforts, expansion initiatives, and organizational change efforts.

Establish governance structures, project oversight processes, and communication plans for enterprise initiatives.
-
Facilitate collaboration among departments, community stakeholders, governmental partners, consultants, and external organizations.
-
Resolve barriers and conflicts that may impede implementation of strategic projects.
-
Ensure enterprise initiatives remain aligned with agency mission, strategic direction, budget priorities, and Board expectations.
Additional Responsibilities

Attend evening and weekend meetings when necessary.

Occasional travel to agency properties, meetings, and community events.

Perform other duties and responsibilities as assigned by the Chief Executive Officer.

Qualifications

Bachelor’s degree in Business Administration, Public Administration, Management, Organizational Leadership, Project Management, or related field required.

Master’s degree preferred.

Minimum of five (5) years of progressively responsible experience in strategic planning, project management, organizational leadership, operations management, or related field.

Demonstrated experience leading complex cross-functional initiatives from concept through implementation.

Demonstrated experience facilitating executive discussions and cross-functional organizational initiatives
-
Experience supporting executive leadership and organizational decision-making processes.
-
Experience with public sector, housing authority, or highly regulated environments preferred.
-
Possess and maintain a valid motor vehicle operator’s license and driving record insurable under agency policy.
Working Conditions
