Elections Administrator

Summary/Objective
The Elections Administrator acts as the county voter registrar, administers all local, state and federal elections in Leon County, and oversees county election operations, including city and school elections, voter registration, public education and outreach, and recruitment and supervision of election judges and poll workers. Regular and punctual attendance is required.
The Elections Administrator also works to modernize Leon County elections, expand access to registration and voting, and ensure that voting is fair, easy, efficient, secure, and accessible for all eligible Leon County voters consistent with the Texas Election Code and federal regulations.
The Leon County Election Commission appoints and oversees the Elections Administrator.
Duties and Responsibilities
- Oversees and coordinates election and voter registration activities and operations in Leon County, including conducting of ongoing registration of Leon County voters. Reviews voter registration records and monitors voter registration activities in compliance with state and federal laws.
- Monitors and ensure compliance with state and federal laws and regulations governing elections and voters’ rights, including the Voting Rights Act of 1965 and the Americans and Disabilities Act.
- Conducts and expands public education and outreach on voter registration and election participation.
- Develops and implements protections and initiatives to modernize Leon County elections, expand access to registration and voting in Leon County and otherwise ensure registration and voting processes are fair, easy, convenient, and accessible for all eligible Leon County citizens.
- Coordinates with election judges and workers, as well as local organizations and citizens, to enable all eligible citizens to be properly registered and informed on voting processes and procedures.
- Works with political parties in Leon County to coordinate primary elections.
- Negotiates and prepares joint contracts and equipment lease agreements for all elections.
- Assembles, trains, and supervises teams of election judges and workers in performing all elections in Leon County.
- Gathers and provides information to the Leon County Election Commission, Leon County Commissioners Court, election judges, election workers and the public regarding the state and federal laws and procedures for registering voters and conducting elections.
- Identifies and designates all facilities and locations for each election event and ensures an equitable distribution of voting polling locations across county precincts.
- Provides each voting location the required equipment, postings, forms, records, ballots and other materials needed to conduct the election and report election results.
- Prepares and administers the annual budget for approval by Commissioners Court, and monitors expenditures for the election’s office.
- Audits and submits all authorizations for payments for election workers, services, and equipment according to Leon County purchasing requirements.
- Compiles election results for reporting to the Commissioners Court, the Secretary of State, or any jurisdictional authority with which Leon County contracts to provide election services.
- Maintains records of election results and makes them available as public records as required by law.
- Oversees general management and human resources responsibilities for the election office.
- Responds to election inquiries from candidates, the media, and the public. addresses and resolved complaints pertaining to election matters.
- Attends and participates in a variety of meetings, conferences, and seminars. Stays abreast of developments and legislative changes affecting elections and voter registration.
- Develops a working knowledge of all applicable election and voter registration software.
- Studies and obtains a working level of competency of the Texas Election Code and the Secretary of State regulations.

- Knowledge of regulations, principles and practices governing elections administration and voter registration.
- Familiar with specialized elections equipment and database programming principles.
- Excellent oral and written communication, management, supervisory and organizational skills.
- Per the Texas Election Code, the Elections Administrator may not be a candidate for a public office or an office of a political party, hold public office, or hold an office of or a position in a political party.
- Per the Texas Election Code, to be eligible for appointment as the Elections Administrator, the individual must be a qualified voter of the state.

Education and Experience
- A minimum of 2 years of experience in relevant positions with increasing levels of responsibility required. Additional relevant experience over 4 years, preferred.
- Having worked on jurisdiction of comparable size, preferred.
- Prior experience related to or knowledge of elections and voter registration laws, procedures, practices, documentation, and equipment.
Licenses and Certifications
- Certified Elections Registration Administrator (CERA) preferred.
- Registered Election Official (REO) Certification preferred.
- Experience with governmental agencies preferred.
- Must have or be able to obtain a Texas Driver License within 90 days of employment.
Physical Demands and Work Environment
The Elections Administrator must be physically able to operate a variety of computers, printers, and equipment. This requires being able to exert up to 40 pounds of force occasionally and lift above shoulder height, and/or up to 15 pounds of force frequently, and/or stretch arms, legs, or other part of body to grasp objects. You will be required to be on your feet for extended periods of time during Early Voting.
