Review, develop, and implement policies and procedures for the real property management program:
a. Acts as a liaison between the Base Civil Engineer and all residents/units at the base to include coordination with all civilian users and adjacent property owners.
b. Represents the Base Civil Engineer at meetings and conferences and assumes responsibility in administrator’s absence regarding Real Property issues.
c. Acts for Base Civil Engineer in real property acquisition, inventory and appropriate lease or deed clause compliance.
d. Is responsible for explaining and interpreting existing policies and methods pertaining to real property appraisals, consults with and makes recommendations to other state agencies concerning the acquisition, disposal, or leasing of real property.
e. Develops and recommends program for acquisition of fee simple title, leasehold, easement, permit, land exchange, and licenses from both private owner and government agency in support of required mission.
f. Research and interpret legal documents, such as deeds abstract of title to determine ownership to support the legality of acquisitions.
PERFORMANCE INDICATORS: Ensures all Real Property policies and procedures are implemented as required
Make sure all legal aspects of real estate/real property process through proper channels, also a member of the Facilities Board:
a. Reviews and analyzes proffer of gift effecting coordination with the Base Judge Advocate before formal processing to obtain approval.
b. Assists in obtaining rights of entry and developing the legal document granting government use of land and/or facilities; is a non-voting member of the Facilities Board.
c. Defends land acquisition proposal, excessing action, change in use of facilities, facilities disposal, as well as any other action affecting the installation real estate holding to the Facilities Board.
d. Initiates environmental screening and ensures action is complete prior to acquisition or disposal.
PERFORMANCE INDICATORS: Legalities of all Real Property transactions are properly managed and handled according to regulations.
Research, survey, and study space utilization of property:
a. Conducts continuous space use study to ensure full and efficient use of all building space.
b. Researches and analyzes the air base real property acquisition and inventory program (buildings and land) and procedures and policies.
c. Analyzes space for compatibility of use, allowable criteria, and cost of any change. Presents analysis to Facilities Board with recommendations.
d. Develops project proposals for the purchase or lease of land (building sites, access roads, parking lots, aircraft parking ramps, taxiways, etc.); coordinates formal written agreements for joint use facilities such as roads, taxiways, runways, etc.
e. Conducts survey of facilities out-granted to tenant organization or private concern to determine that condition terms under which the out-grant was executed terms under which the out-grant was executed are being complied with and where discrepancies are found, ensures corrective action is taken.
f. Conducts survey of installation boundary to ensure that encroachment act has not occurred. Prepares and processes Declaration of Excess and/or proposed facility disposal action or real estate action including land or buildings.
PERFORMANCE INDICATORS: All building space is utilized efficiently.
Administers Host/Tenant Agreement Programs and Projects:

Coordinate/manages special programs and projects (Airport Joint-Use Agreement, Host Tenant Support Agreement, License and Lease

Renewal Actions); prepares annual Memos of Understanding and coordinates with State Headquarters for compliance with state & federal regulations, identify priorities and develop programs and procedures, writes directives and guidelines, provides technical advice and makes recommendations.
b. Provides Real Property assistance (as required) to Tenant Activities either co-located or Geographically Separated Units (GSU’s) in all Real Property functions described above to properly manage the Tenant’s Real Property Program.
c. Ensures Host Tenant Support Agreement, Inter-Service Support Agreements, and Airport Joint Use Agreement, and required Facility and Land Information is accurate, reviews and updates prior to renewal or when major change has occurred. Responsible for keeping real estate Lease and License dates are current and accurate.
d. Ensures that records on tenant facilities are current and accurate. Provides the host with applicable records and current information.
e. Works with host organizations to provide information on construction and changes in use, size, or capacity and provides the host with applicable information to ensure that records on tenant facilities are current and accurate.
Maintains Monetary Capital Asset Account:
a. Manages the business functions of the Real Property Office (provides real property statistics and recommendations concerning the utilization and development of real property.
b. May assist in the preparation and monitor budgets, establishes and maintains a quantitative monetary capital asset account.
c. Reviews of programming documents, work orders, and contracts to ensure that any change affecting real property records is reflected.
d. Prepares and maintains an auditable real property account in accordance with pertinent directive.
e. Identifies, measures, and records new plants and systems installed in facility.
f. Prepares Real Property Acceptance Documentations, DD Form 1354, Final Inspection Report, Real Property Installed Equipment listing and all other documentation to support the transfer and acceptance of new construction alterations and additions to existing facility.
g. Prepares and monitors monthly Construction-In-Progress (CIIP).
PERFORMANCE INDICATORS: All records pertaining to budget and monetary accounts are in order and accounted for as required.
Maintains Building Managers Program:
a. Ensures Building Managers initial and bi- annual training is accomplished and that local procedures are coordinated with appropriate work section.
b. Issues keys to Building Manager for new or renovated facilities and monitors request for additional keys.
c. Prepares local pamphlet, regulations, and operating instructions listing Building Manager responsibilities.
PERFORMANCE INDIACTORS: Building Managers are well trained and know their duties and responsibilities.
Administers special projects and programs:
a. Prepares real estate report including Special Action report required by congressional executive actions.
b. Provides data for the Base Master Plan, HAF LEE (AR)-7115 report and Facility Disposal Report.
c. Serves as the Administrator for the Automated Civil Engineer System (ACES). May provide, analyze and extract data from the Integrated Engineering Management System (IEMS Systems).
d. Reports status of World War II facilities annually.
e. Coordinates with the Corps of Engineers and GSA to adjust leases; resolves boundary encroachment problems, develop information to identify, inventory and nominate for listing of National Register of Historic Places.
f. Performs public relations duties, meet with other air base civilian users to resolve usage disputes or explain Air National Guard missions and planned property use.
g. Meets with civilian property owners adjacent to the Air Base to answer their questions and concerns, maintain contact with city and/or county officials on all real estate improvements, acquisitions or disposals.

Education:
- HS Diploma Graduate with least 4 years of office experience including accounting and management
- Must be able to operate small computer and Microsoft Office 2003 products including spreadsheets, databases, word processing and graphic programs.

Design, implement, and maintain computer programs. Program Civil Engineer reports on personal computers.
- Experience in creating and using detailed, computerized spreadsheets, accounting is required. Accounting experience and background that indicate experience in automated general ledger accounting. Three years specialized experience in managing and record keeping associated with multiple commercial building units including the tracking of improvements to the facilities is required.
- Knowledge of real estate rules, agency policies and procedures, and regulations. Knowledge of inventory control and public relations, knowledge of federal, state and local structure and processes. Ability to complete routine forms and maintain accurate records. Ability to define problems, collect data on people and things, collate and classify information about data, establish facts and draw valid conclusions. Ability to prepare meaningful, concise and accurate reports. Understands and carry out oral and written directions which involve policy and procedural interpretation.
- Must be able to qualify for a government driver's license. Must have and maintain a valid driver's license as a condition of employment. Must be able to pass a KBI background check. Never have been convicted of a felony by a civilian or military court except for minor traffic violations and similar infractions. Employee subject to search on McConnell AFB per Commander's policies. Must possess sufficient physical agility to climb ladders and maneuver in tight locations such as mechanical rooms when valuating facilities.
