HERE'S WHAT YOU'LL BE DOING
- Develop and implement border-related activities in the area from El Paso to the Gulf of Mexico with internal and external border stakeholders including: TCEQ management, regional office and agency headquarter staff, sister state agencies; Mexican federal, state, and local governments; US federal entities and international agencies, and other stakeholders in the border region.
- Manage the U.S.-Mexico Border Grant/Performance Partnership Grant (PPG).
- Develop program contracts and amendments which include identifying provider resources, describing services to be rendered, evaluating information supplied by contractors and negotiating contract specifications, renewals and amendments and timely payment of invoices.
- Develop recommendations for future initiatives and carry out the Goals and Objectives of the Border 2025 Four-State and Three-State Regional Workgroups, Declarations of the U.S.-Mexico Border Governors' Conference or similar organization, recommendations of the Good Neighbor Environmental Board, and other binational agreements applicable to the US-Mexico border.
- Lead and provide oversight to various subgroups related to policy, procedures, subject matter, and internal management directives. Assist with personnel management functions including participation in interviewing and developing staff. Provide guidance to staff in the development and integration of new methods and procedures.
- Respond to requests from entities such as local governments, colonias, community groups, neighboring Mexican states and Mexican cities related to border environmental issues; and coordinate agency responses.
KEY QUALIFICATIONS
- Experience reading, writing, and speaking Spanish.
REQUIRED EDUCATION & EXPERIENCE
A bachelor's degree from an accredited college or university plus five years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.
OR
One year of graduate work (24 semester hours) in public administration, business administration, human resources administration, environmental re-source management, planning, or in an area relevant to the position from an accredited college or university may substitute for one year of required experience, with a maximum of two years substitution allowed.
- Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the Intergovernmental Relations Division.
