The Deputy Chief Operating Officer (DCOO) supports the COO in overseeing the operation and maintenance of the treatment facilities, interceptor and small community systems, asset management functions, and support services. This role ensures daily operational continuity, regulatory and environmental compliance, performance optimization, and alignment with strategic goals. The DCOO provides executive level leadership with a primary focus on coordination, integration, and execution across multiple operational departments, supporting budget management, long term capital planning, and organizational performance initiatives. The position plays a critical role in operational problem solving, safety oversight, technology integration, and driving continuous improvement. The DCOO ensures coordination across HRSD divisions, supports vertical integration between Operations and Engineering, and serves as the Acting COO when designated.
