We're rebuilding a broken category
The emotional-support-animal "letter" industry is dominated by mills: a quick online questionnaire, a credit-card charge, and a PDF in your inbox minutes later — with no clinician who actually knows the person. That model puts vulnerable clients at risk, undermines legitimate disability accommodations, and exposes the clinicians who sign those letters to board discipline.
PawPassRx is building the opposite. We connect people to licensed clinicians who provide real care — an evaluation, a diagnosis, and a treatment plan — where an ESA or Psychiatric Service Dog (PSD) letter is one possible, clinically-indicated component, not the product being sold. What you'll do
- Conduct synchronous, real-time evaluations (live video or in person) — never a form-only review.
- Establish and maintain a genuine client-provider relationship, including any state-mandated waiting period (e.g., the 30-day relationship required in California, Montana, Iowa, Arkansas, and Louisiana).
- Complete an individualized clinical assessment covering presenting concerns, symptom and treatment history, functional impairment, and appropriate risk screening.
- Confirm a DSM-5 diagnosis and develop a brief, client-centered treatment plan.
- Where clinically appropriate, articulate the disability-related need and issue a compliant ESA or PSD support letter — and decline when it isn't appropriate.
- Document your work to the same standard as any in-person clinical encounter, keeping the diagnosis in the record and out of the letter.
The standard we hold (this is the whole point)
Every evaluation is guided by federal law, the relevant state statutes, and professional ethics:
- Federal: the Fair Housing Act and HUD's reasonable-accommodation framework (the current authorities following the September 2025 withdrawal of FHEO-2020-01).
- State: each state's ESA-letter statute, including "therapeutic relationship," "personal/actual knowledge of the disability," pre-existing-relationship, and licensure requirements.
- Professional ethics: APA Ethics Code Standards 9.01 (bases for assessments) and 2.01 (boundaries of competence); the American Psychiatric Association's Practice Guidelines for the Psychiatric Evaluation of Adults and its 2022 ESA Resource Document; and the ACA Code of Ethics (Sections A, C.2.a, and E).
You retain full, independent clinical judgment at all times — including the judgment to say no.
What you'll need
- Active, unrestricted license as an LPC/LPCC, LCSW, LMFT, Licensed Psychologist, or equivalent independent mental-health license.
- Licensure in the state(s) where your clients are located (we match clients to your licensed states).
- Comfort and competence with telehealth and with assistance-animal assessments specifically.
- Current professional liability (malpractice) insurance.
- Your own private practice, or active affiliation with an established practice. ESA and PSD support letters are issued under your practice's name and letterhead, so you must operate through a recognized practice entity that stands behind your clinical work.
- A reliable, HIPAA-appropriate environment for confidential video or phone sessions, as state requirements allow. We provide the clinical platform — you simply bring a private, secure space and a stable connection to conduct sessions on it.
- Clean licensure history (no pending investigations or disciplinary actions).
Bonus: prior experience with disability documentation, housing accommodations, or human-animal interaction in clinical practice.
How we pay (and why it matters)
This is a 1099 independent-contractor role. You are compensated [$X] per completed clinical evaluation, disbursed through secure split-payment.
Your pay is for the clinical service you provide — it is never contingent on whether you issue a letter. Whether you issue, decline, or refer, you are paid the same for your time and expertise. That structure is intentional: it protects your license, protects the client, and is what separates us from the mills.
