Job Title: IT Application Development (Senior/Specialist) Non-Permanent
Location: Olympia WA, Thurston County (Flexible/Hybrid)
Closes: July 12th, 2026
Salary: $97,356.00 - $130,992.00 Annually
- This position is non-perm with the intent of making permanent in 2027.
The Opportunity:
As the Development Team Supervisor, you will lead and support teams responsible for designing, developing, and maintaining mission-critical applications that help advance DCYF’s mission of protecting children and strengthening families. This role provides leadership throughout the software development lifecycle, ensuring high-quality, secure, and reliable technology solutions while overseeing project delivery, system enhancements, and application support. The position also partners with DevOps teams to streamline deployments, ensures compliance with state and federal technology standards, and supports disaster recovery and business continuity efforts.
Some of what you will get to do:

Creating, Designing, developing, upgrading, maintaining, enhancing, testing and replacing existing mission critical 24/7 operations type applications

Managing three distinct technical architectures (Unisys, IBM and SQL) and the processes that move information between them.

Participates in iterative process improvements regarding the System Development Life Cycle (SDLC.)

Designs, develops, maintains and troubleshoots interfaces with business partners (state agencies as well as third party.)
-
Recommends, designs, and develops technical solutions.
-
Decomposes high-level business and user requirements into functional requirements,
-
Troubleshooting and resolving complex application, interface and data related issues.
-
Monitors health and function of applications, reacts and responds to problems.
-
Resolves incidents for stakeholders, customers, and partners by pragmatically working through the incident's possible origins until a cause is identified and mitigated or resolved.

Oversees 1 IT Application Development position (senior level) and 4 IT Contract positions in performing day-to-day application development activities.
Required Qualifications:
Bachelor's degree or higher in computer science or business/public administration with 9 semester or 15 quarter hours of computer science courses;
AND
Seven (7) years of progressively more complex problem solving as a developer designing, developing or maintaining large-scale applications with mission critical business functions using COBOL, ECL, SSG, Bootstrap, JavaScript, Knockout, JQuery, Ninject, ASP.NET MVC, Entity Framework, Reporting Services, MS SQL Server, Microsoft .NET C#, Transact Structured Query Language (TSQL), and Hyper Text Markup Language (HTML).
Consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases will substitute for education on the basis of one year of experience for two years of education;
OR
An associate’s degree or completion of an accredited vocational training program in an information technology or related program
AND
Six (6) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases AND Seven (7) years of progressively more complex problem solving as a developer designing, developing or maintaining large-scale applications with mission critical business functions using COBOL, ECL, SSG, Bootstrap, JavaScript, Knockout, JQuery, Ninject, ASP.NET MVC, Entity Framework, Reporting Services, MS SQL Server, Microsoft .NET C#, Transact Structured Query Language (TSQL), and Hyper Text Markup Language (HTML).

Additional Qualifications:

Expert knowledge of application development principles, concepts, technologies, current industry standards and the Microsoft technology stack including.

Windows, Visual Studio, IIS, .NET C#, SQL, TFS, SharePoint, etc. This expert knowledge is gained through five or more years of experience.

Working knowledge of Agile values and principles as they apply to application development.

Working knowledge of Scrum development methodologies, artifacts and traditions.

Working knowledge of DevOps concepts.

Experience working in a highly regulated environment where IT assets and data are subject to a broad range of State and federal information security requirements and regulations.

Working knowledge of DevOps concepts
