Role Overview
The Bilingual WDAY/WIOA Case Manager (English/Spanish) serves as a mentor, advocate, and primary point of contact for out-of-school youth (ages 16–24) across Westchester County. In this role, you’ll blend direct service and youth coaching with program compliance and data reporting for federally funded WIOA programs. You will help young people re-engage in education, build work readiness skills, and transition into long-term education, training, or employment pathways.
Responsibilities
- Recruit, enroll, and assess eligible out-of-school youth (16–24) across Westchester County, complete intake/bootcamp assessments, and develop individualized service strategies (ISS).
- Provide ongoing case management, including one-on-one coaching, barrier reduction (e.g., childcare, housing, transportation, legal, health/mental health referrals), and accountability check-ins.
- Facilitate career readiness and life-skills activities, such as job readiness and soft skills workshops, financial literacy, and one-on-one career coaching; coordinate internships, on-the-job training, and subsidized work experiences.
- Support youth in re-engaging with education and training (GED/high school equivalency, vocational training, apprenticeships, or post-secondary programs), assisting with applications, enrollment, and transitions.
- Maintain accurate documentation and reporting in Bonterra (Apricot 360) and OSOS, ensure WIOA compliance, track performance metrics (e.g., credentials, literacy/numeracy gains, job placement), and prepare monthly/quarterly reports.
- Build and sustain community and employer partnerships, represent Carver at workforce/youth service meetings, and collaborate with internal departments to provide wraparound services.
Qualifications
- Associate’s degree in Social Work, Human Services, Counseling, Education, or related field required; Bachelor’s degree preferred.
- At least 2 years of experience working with youth, young adults, or vulnerable populations; workforce development or federally funded program experience strongly preferred.
- Bilingual (English/Spanish) required, with strong verbal and written communication, organizational, and interpersonal skills.
- Familiarity with WIOA guidelines and case management systems (Bonterra – Apricot 360 and OSOS) and proficiency in Microsoft Office; ability to maintain detailed, audit-ready documentation.
- Ability to build rapport and manage complex situations, including working with individuals experiencing mental health challenges, housing/food insecurity, recent reentry from institutions, or limited ability to navigate complex systems.
- Must be able to travel within Westchester County and drive a 15-passenger vehicle; ability to lift up to 20 lbs.
Schedule & Work Environment
- Full-time, Monday–Friday, 9:30am–5:30pm, with some evenings and weekends as needed for outreach, events, and participant support.
- Position is based in Westchester County and requires regular community-based work, partner meetings, and participant visits.
Compensation & Benefits
- Hourly rate: $22.50–$24.00, commensurate with experience.
