1)CFS及保税仓运营
- 管理CFS及保税仓日常作业。

- 监督拆柜、打托、贴标、装车及货物转移。
2)仓库现场及人员管理
- 安排每日作业计划及人员排班。
- 管理仓库员工、叉车司机及临时工。
- 巡查仓库并处理各类现场异常。
- 培训、指导及评估仓库员工。
3)调度及运营协调
- 协调集装箱到达、卡车、月台及客户提货。
- 根据运营需求合理安排资源。
- 控制运营成本并及时沟通异常。
4)海关、放货及文件管理
- 确保符合海关及保税仓要求。
- 管理提单、放货文件及可追溯记录。
- 配合海关查验及各类审计。
5)库存管理
- 保证库存准确率。
- 组织盘点并调查库存异常。
- 保证货物流转全过程可追溯。
6)安全与安保
- 落实安全制度及叉车操作规范。
- 管理受控区域及访客权限。
- 调查事故并及时上报。
7)客户沟通
- 使用中英文与客户沟通。
- 跟进货物状态、延误及异常。
- 保留重要沟通记录。

Position Summary
The CFS Warehouse Manager is responsible for the daily management of the company's CFS and bonded warehouse operations in Carson, California.
This position oversees warehouse-floor operations, customs-controlled cargo handling, container receiving and devanning, cargo segregation, inventory accuracy, cargo-release control, dock scheduling, labor allocation, safety, security, and customer coordination.
The warehouse is a single-site operation of approximately 48,000 square feet. The successful candidate must be hands-on and capable of managing both daily warehouse activities and operational exceptions.
Direct experience in CFS, bonded warehouse, freight station, customs-controlled cargo, or import/export warehouse operations is required. The candidate must understand the operational and compliance differences between a CFS or bonded warehouse and a general warehouse.
Fluency in spoken and written English and Chinese is required because the position regularly communicates with customers and business partners in China.
Key ResponsibilitiesCFS and Bonded Warehouse Operations
- Manage daily CFS and bonded warehouse activities, including container receiving, seal verification, devanning, cargo segregation, storage, staging, inspection coordination, cargo release, loading, and outbound pickup.
- Support ocean freight, air freight, bonded transit, U.S.-to-Mexico transportation, LTL, FTL, and related warehouse operations.
- Verify container numbers, seal numbers, bills of lading, cargo quantities, markings, and supporting documents upon arrival.
- Ensure cargo is properly identified and separated by container, bill of lading, customer, shipment, customs status, and release status.
- Maintain clear control over bonded cargo, customs-held cargo, released cargo, damaged cargo, and general cargo.
- Prevent unauthorized movement, handling, pickup, or release of customs-controlled cargo.
- Ensure cargo is released only after all required customs, carrier, broker, customer, and delivery documents have been verified.
- Supervise container stripping, sorting, palletizing, labeling, staging, loading, and cargo-transfer activities.
Warehouse Floor and Labor Management
- Direct daily warehouse-floor activities and assign work to warehouse associates, forklift operators, loaders, unloaders, and temporary employees.
- Develop daily work plans based on container arrivals, cargo volume, customer priorities, customs status, labor availability, and dock capacity.
- Coordinate employee scheduling and adjust staffing based on workload and operational needs.
- Ensure proper use of dock doors, staging areas, bonded areas, inspection areas, damaged-cargo areas, and outbound holding areas.
- Conduct regular warehouse inspections to confirm cargo identification, storage conditions, housekeeping, safety, and procedural compliance.
- Resolve cargo misplacement, mixed shipments, unidentified cargo, warehouse congestion, cargo damage, and other operational exceptions.
- Work with staffing agencies to ensure temporary employees meet attendance, safety, and performance expectations.
- Train, coach, supervise, and evaluate warehouse employees.
Scheduling and Operational Coordination
- Coordinate container arrivals, drayage appointments, truck arrivals, dock schedules, customer pickup appointments, and outbound deliveries.
- Assign dock doors, forklifts, employees, and staging areas based on daily operational requirements.
- Prioritize shipments based on customs status, free time, customer commitments, cargo condition, and operational urgency.
- Adjust operating plans when there are arrival delays, customs holds, labor shortages, equipment issues, or changing customer requirements.
- Minimize truck waiting time, dock congestion, unloading delays, detention, demurrage, and other avoidable costs.
- Communicate delays, holds, shortages, damages, and other exceptions to the appropriate internal and external parties.
- Coordinate with Operations, Customer Service, Transportation, Key Account, Billing, HR, carriers, freight forwarders, customs brokers, and staffing agencies.
Customs, Cargo Release, and Documentation Control
- Ensure warehouse operations follow applicable customs requirements, bonded warehouse procedures, company policies, and standard operating procedures (SOPs).
- Monitor customs holds, examination status, release status, in-bond movements, and other cargo-control requirements.
- Escalate unclear cargo status, missing documents, or release concerns before cargo is moved or released.
- Ensure physical cargo, warehouse system records, bills of lading, inventory records, and customs-status information remain consistent.
- Maintain traceable records for cargo received, stored, moved, inspected, held, transferred, and released.
- Review receiving reports, tally sheets, warehouse receipts, delivery orders, bills of lading, release documents, and outbound records.
- Document and report shortages, overages, damage, seal discrepancies, cargo discrepancies, unauthorized access, and suspected compliance violations.
- Establish controls to prevent duplicate releases, incorrect releases, unauthorized pickups, and release to the wrong party.
- Support customs examinations, customer audits, internal audits, and regulatory inspections.
Inventory Management
- Ensure all cargo is accurately counted, labeled, located, and recorded in the warehouse management system (WMS).
- Maintain accurate cargo quantity, location, condition, customs status, and release information.
- Conduct cycle counts and physical inventory checks.
- Investigate missing cargo, shortages, overages, mixed shipments, incorrect locations, and documentation errors.
- Ensure cargo can be traced from arrival through storage, internal movement, inspection, release, and final departure.
Safety and Security
- Enforce warehouse safety procedures, forklift rules, dock safety requirements, PPE requirements, and emergency response procedures.
- Ensure warehouse equipment is inspected and operated only by trained and authorized employees.
- Control access to bonded, restricted, customs-controlled, and cargo-storage areas.
- Maintain visitor, key, access, surveillance, and cargo-security procedures.
- Investigate accidents, injuries, cargo damage, security incidents, and near misses.
- Immediately report suspected cargo theft, unauthorized access, document irregularities, or other security concerns.
- Maintain a safe, secure, clean, and organized warehouse environment.
Customer and Cross-Border Communication
- Communicate professionally with customers and business partners in both English and Chinese.
- Coordinate with customers in China regarding cargo status, warehouse activities, schedules, documents, delays, and operational exceptions.
- Accurately communicate instructions and requirements between English-speaking and Chinese-speaking stakeholders.
- Provide timely updates regarding container arrivals, devanning progress, cargo discrepancies, customs holds, cargo availability, and pickup status.
- Ensure customer requests are implemented only when they comply with warehouse procedures and cargo-release requirements.
- Maintain written records of important customer instructions, approvals, and operational communications.
Performance Management and Process Improvement
- Monitor warehouse performance, including container turnaround time, devanning productivity, inventory accuracy, cargo-release accuracy, truck waiting time, damage rate, labor productivity, and on-time completion.
- Prepare regular warehouse operations and exception reports.
- Identify operational bottlenecks, staffing gaps, safety risks, compliance risks, and process weaknesses.
- Develop and maintain warehouse standard operating procedures (SOPs), training materials, and work instructions.
- Implement corrective actions and follow up until identified issues are resolved.
- Plan staffing, warehouse space, dock usage, and operating processes to support changing business volume.
Qualifications
- Minimum of five years of experience in CFS, bonded warehouse, freight station, import/export warehouse, freight, logistics, or related operations.
- Minimum of two years of warehouse management or supervisory experience.
- Direct experience managing or supervising CFS, bonded, customs-controlled, or import/export warehouse operations is required.
- Working knowledge of container receiving, seal verification, devanning, cargo segregation, bills of lading, delivery orders, customs holds, cargo release, and warehouse documentation.
- Demonstrated ability to manage warehouse-floor operations, labor scheduling, dock coordination, and container activity.
- Experience working with carriers, truck drivers, freight forwarders, customs brokers, customers, and staffing agencies.
- Strong leadership, communication, planning, problem-solving, and conflict-resolution skills.
- Proficiency with warehouse management systems (WMS), Microsoft Excel, email, and operational reporting tools.
- Ability to work in a hands-on role within a fast-paced warehouse environment.
- Fluency in spoken and written English and Chinese is required.
Work Schedule and Environment
- This is an on-site position based in Carson, California.
- The position requires regular inspection of warehouse, dock, yard, staging, bonded, and controlled cargo areas.
- Availability to work extended hours, weekends, or holidays when operationally necessary.
- Ability to respond to urgent cargo, customs, staffing, safety, security, and customer issues outside regular business hours when required.
Pay: $95,000.00 - $115,000.00 per year
