This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
Business Operations, Innovation, Technology, & Security (BITS) has 4 crucial teams responsible for the entire agency technology portfolio. The 4 teams manage CDEC's information technology, infrastructure, operations, projects, & enterprise applications. BITS coordinates daily with all of CDEC, the Governor's Office of Information Technology (OIT), and technology service providers in support of the CDEC Mission. Our vision is to be the most tech-forward, user-centric agency in the State of Colorado by identifying, implementing, and managing solutions that are sustainable, interoperable, & secure.
The Technology team is focused on managing CDEC’s enterprise applications & systems. This is achieved through a balance of application management, operational support, service delivery, and continuous enhancement. The Technology team has 2 work units: Operations & Service. The Operations team is responsible for system administration and all day-to-day operations. The Service team is responsible for ticketing, triaging, troubleshooting, and the service delivery to the end user.
Technology supports the CDEC mission through the management of the primary mediums of CDEC’s service delivery. These are critical applications that ultimately allow CDEC to execute its goals, outcomes, & objectives. While the individual goals are often driven by individual programs, this team holds the significant responsibility of understanding how each part of the CDEC enterprise infrastructure fits in, impacts, and influences the entire technological ecosystem. All decisions, actions, and solutions executed by the Technology team shall be sustainable, interoperable, & secure.
Technology’s primary customer & end user is the recipient of the service being delivered through the enterprise solution. Their primary partners are Product, Program Delivery, & OIT. The inseparable relationship between the Technology & Product teams shall be viewed as 2 sides of the same coin. Both of these teams are primarily focused on the end user - Technology is focused on achieving the desired outcome for the end user and Product is focused on achieving the best possible experience for the end user.

This position is an experienced Salesforce administrator that acts as the system and operational subject matter expert (SME). In addition, this position manages & monitors the overall health and performance of the application. This position leads the analysis, deployment, uptime, operation, security, and configuration of the technology system and related components to ensure optimal performance. This position is expected to champion and utilize both Agile and Continuous Integration/Continuous Delivery (CI/CD) methodologies throughout the Software Development Life Cycle (SDLC).
In addition, the position interfaces with the Colorado Child Care Assistance Program (CCCAP) program management, the TechOps Supervisor, TechSer Supervisor, TechDev Manager, BITS Director, OIT, and technology vendors.
What you’ll be doing:-
Configure, operate, and administer systems in a manner that ensures smooth, ongoing availability for end users

Create, evaluate, and submit user stories and/or business requirements related to using, administering, and configuring the application
-
Support the quality assurance process; contribute to the development of test plans; coordinating and leading test efforts, including internal and external user participation in the test effort; communicating with stakeholders on the progress of the test effort
-
Lead technical planning and work sessions with internal and external stakeholders, product managers and owners, and other technologists to support operations, maintenance, & defect resolution. Identify and propose enhancement needs.

Coordinate with the Data, Strategy, & Impact (DSI) team in defining, documenting, developing, and implementing secure and streamlined data management processes.

Maintain System Administrator Documentation, including Procedurals, Configurations, Maintenance Logs, Network Maps Standard Operating Protocols (SOPs), Continuity of Operations Plan (COOP), & Technology Plan Workbook (TPW)

Serve as the liaison between TechDev, TechSer, CCCAP Program, & vendors

Develop test scripts and lead code testing efforts prior to deployment, including security, user acceptance testing (UAT), American Disability (ADA) and/or Web Content Accessibility Guidelines (WCAG), and regression. Ensure quality data by defining, testing, and performing data loads. Communicate any concerns prior to deployment to minimize regression and maximize user experience.

Support sandbox environment operations by developing and maintaining an environment refresh and data obfuscation plan to conduct environment refresh activities.

In partnership with TechDev, deploy tested and accepted code to production environments.

Implement and maintain operation configuration changes, maintenance, & defect resolution including validations and process automation to ensure data quality and integrity.

Collaborate with TechDev to build and maintain integrations with other platforms.

Maintain application security model, including configuration for user access and security settings according to the Office of Information Technology (OIT) Colorado Information Security Policies (CISPs) and team norms

Implement, execute, and monitor role-based application access control (RBAC) processes including ensuring appropriate access aligned with best practices to achieve all security & experience metrics

Implement and manage system monitoring of all health & performance metrics.

In partnership with TechSer, manage user and software licenses, including user setup/deactivation and license use
-
Review user issues, analyze available information, & identify problems. In partnership with Product, TechDev, & TechSer, develop, propose, implement, and manage solutions.

Minimum Qualifications:
Experience Only:

Seven years of current Salesforce systems administration experience. At least two years of experience must be heavily focused on the following:
- Managing Salesforce lower environments (Sandboxes), data masking and deploying configurations via CI/CD pipelines (e.g., Jenkins, GitHub)
- Performing tier 2/3 technical triage to isolate, root-cause, and resolve data flow failures between Salesforce and integrated external systems or middleware
Education and Experience:-
Bachelor’s degree from an accredited institution in Computer Science, Information Systems, Business Administration or a closely related field AND three (3) years of current Salesforce systems administration experience. At least two of the three years of experience must be heavily focused on the following:
- Managing Salesforce lower environments (Sandboxes), data masking and deploying configurations via CI/CD pipelines (e.g., Jenkins, GitHub)
- Performing tier 2/3 technical triage to isolate, root-cause, and resolve data flow failures between Salesforce and integrated external systems or middleware
