Why does the job exist?
The Healthcare Programs Supervisor will:
Provide assistance to the Deputy Bureau Chief of the Women, Children and Families Unit;
Supervise staff in the unit and will assist with inquires, questions, and concerns regarding individuals on Medicaid with a focus on individuals who are on the Affordable Care Act Medicaid categories including children in state custody;
Provide in depth analysis and research utilizing the state eligibility systems for case or member issue resolution as well as Medicaid system testing;
Manage the Medicaid Children's Health Insurance Program (CHIP);
Respond to assignment letters, addresses queries from the general public and work with internal and external partners with complex Medicaid eligibility questions/concerns;
Work, create and analyze reports;
Perform as a backup for unit staff as needed;
Other duties assigned.
How does it get done?
The Healthcare Programs Supervisor is responsible for:
Supervising unit staff;
Training new unit staff;
Resolving simple and complex Medicaid Eligibility issues/concerns;
Responding to inquiries from the general public;
Preparing and submitting the yearly CHIP report to the Centers for Medicaid and Medicare;
Working with internal and external stakeholders on Medicaid implementation changes;
Testing system changes to accommodate Medicaid Policy updates.

Medicaid recipients, applicants, internal stakeholders across Health Care Authority (HCA) and Medical Assistance Division (MAD), eligibility policy teams, eligibility operations, systems staff and program leadership.

Minimum Qualification
Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and three (3) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
