Position Summary
We are seeking an analytical, detail-oriented, and strategic mid-level Public Policy Analyst to join our advocacy team. This individual will work hand-in-hand with our Lead Lobbyist to provide the critical legislative tracking, research, and risk analysis necessary to advance our client’s policy agenda.
The ideal candidate possesses deep foundational knowledge of Minnesota's human services and residential care regulatory landscape—specifically chapters 144G, 245B, and 245D. The core of this role is the ability to rapidly read, dissect, and analyze introduced legislation to identify hidden operational or financial risks to small and mid-sized providers, translating complex bills into clear, actionable briefs for our lead lobbyist and membership.
Key Responsibilities
● Bill Tracking & Risk Analysis: Actively monitor, read, and analyze introduced bills, amendments, and fiscal notes during the Minnesota legislative session. Evaluate text specifically for potential risks, unintended consequences, or compliance burdens impacting 245D, 245B, and 144G providers.
● Collaborative Policy Strategy: Partner directly with the Lead Lobbyist to synthesize legislative trends, draft policy briefs, write position letters, and create rapid-response talking points for committee hearings.
● Legislative & Committee Monitoring: Attend or monitor legislative committee hearings, track testimony, and provide real-time updates to the Lead Lobbyist on amendments or policy shifts.
● Member Education & Stakeholder Engagement: Assist in facilitating our legislative update meetings and working committees (such as the Integrated Community Supports or Assisted Living committees). Help communicate complex regulatory and legislative changes clearly to our team and members.
● Regulatory Liaison Support: Research administrative rule-making and policy changes within the Department of Human Services (DHS) and Department of Health (MDH) to assist the Lead Lobbyist in agency negotiations.
Qualifications & Experience
● Preferred experience: 3+ years in public policy analysis, regulatory compliance, legislative staffing, or government relations.
● Statutory Expertise: demonstrable familiarity with Minnesota Statutes governing home and community-based services and residential settings, specifically:
○ Chapter 144G (Assisted Living/Customized Living licensure)
○ Chapter 245D (Home and Community-Based Services standards)
○ Chapter 245B (Historical or overlapping developmental disability standards)
● Analytical Skills: Superior ability to read dense, complex statutory language rapidly and accurately assess the "real world" operational and financial impacts on providers.
● Communication: Strong written and verbal communication skills. Ability to write clear, persuasive policy memos and present concise summaries under tight session deadlines.
● Availability: Flexible schedule and the ability to accommodate shifts in hours and workload during the peak of the Minnesota legislative session.
