Position Summary
We are seeking an experienced Quality Control Manager / Safety Manager to oversee quality assurance, workplace safety, regulatory compliance, and continuous improvement for janitorial and environmental services performed within VA hospital facilities.
The selected candidate will implement the project’s Quality Control and Safety Plans, conduct inspections across all shifts and service areas, document deficiencies, coordinate corrective actions, and ensure compliance with contractual, healthcare, OSHA, and VA requirements.
Key Responsibilities
Implement and maintain the project’s Quality Control and Safety Plans.
Develop and manage inspection schedules covering all facilities, shifts, service areas, and janitorial tasks.
Conduct quality and safety inspections in surgical suites, emergency departments, ICU/SICU areas, patient rooms, clinics, restrooms, common areas, and other healthcare spaces.
Verify compliance with cleaning frequencies, terminal cleaning procedures, disinfection protocols, spill response requirements, waste handling procedures, and contract
standards.
Monitor infection prevention practices, bloodborne pathogen controls, PPE use, chemical handling, hazard communication, and cross-contamination prevention.
Document inspection results, deficiencies, incidents, photographs, and corrective actions using Otuvy or another approved system.
Immediately report unsafe conditions or performance deficiencies and verify that corrective actions are completed effectively.
Perform root cause analyses and develop corrective action plans for recurring deficiencies, complaints, incidents, and adverse performance trends.
Track quality and safety metrics, prepare required reports, and maintain inspection, training, incident, and corrective action records.
Investigate accidents, injuries, near misses, spills, exposures, and property damage.
Coordinate safety orientations, toolbox talks, refresher training, and task-specific instruction.
Participate in joint inspections and meetings with VA representatives, facility managers, infection prevention personnel, and project leadership.
Exercise stop-work authority when conditions present an immediate risk to employees, patients, visitors, property, or the environment.
Minimum Qualifications
Minimum of two (2) years of recent experience managing quality control and/or safety for janitorial or environmental services operations in a hospital, medical center, or comparable healthcare environment.
Experience conducting inspections, documenting deficiencies, performing root cause analyses, and managing corrective actions.
Working knowledge of infection prevention, terminal cleaning, bloodborne pathogen controls, PPE, chemical safety, bodily fluid cleanup, and biohazard waste handling.
Knowledge of applicable OSHA requirements and safe janitorial work practices.
Ability to interpret contracts, quality control plans, safety procedures, cleaning protocols,and technical requirements.
Strong organizational, analytical, reporting, communication, and problem-solving skills.
Bilingual proficiency in English and Spanish, both written and spoken.
Proficiency with Microsoft Office and electronic inspection systems.
Valid driver’s license and reliable transportation between assigned facilities.
Ability to obtain and maintain access to VA facilities.
Availability to conduct inspections during different shifts, including evenings, nights,weekends, or holidays when required.
Preferred Qualifications
Bachelor’s degree in Occupational Safety and Health, Quality Management,Environmental Health, Healthcare Administration, or a related field.
OSHA 30-Hour General Industry certification.
CHESP, CHSP, CSP, ASP, or another relevant professional certification.
Experience supporting VA or other federal healthcare facilities.
Familiarity with VA Environmental Management Services standards, CDC infection prevention guidance, and The Joint Commission Environment of Care standards.
Experience with Otuvy, CleanTelligent, ATP testing, or similar quality inspection tools.
