What we’re looking for
Technuf is seeking skilled individuals with experience developing and supporting Enterprise level Request For Proposals (RFP) to support a local county police agency.
Job Description:
1) The Contractor(s) will develop and deliver to the County an Enterprise RFP describing all Police technology service needs. This RFP will allow potential vendors to bid on one, all, or some of the services listed.
2) The Police Department has outlined a process that will allow the Contractor(s) to deliver a comprehensive RFP on schedule. Our anticipated release date for the RFP is February 15, 2027. To meet this deadline, we have outlined the following process:
a) the development of a project implementation plan and schedule (due within two weeks of project start)
b) a recommended list of stakeholders to interview (due within one month of project start)
c) the creation of an inventory of technology contracts (due within six weeks of project start)
d) an assessment of all technology needs (due within two months of project start)
3) The project will begin with a kickoff meeting between the County and the Contractor(s). This will allow the Contractor(s) to meet the Department’s project manager and discuss project expectations.
4) The Department’s project manager will be the Contractor’s primary point of contact. The project manager will answer questions about the department, review deliverables, and support the Contractor(s) with overall project needs and assistance.
5) Contractor(s) will be provided with access to county systems and personnel. This will help the Contractor(s) complete the inventory of technology contracts and the assessment of technology needs.
6) After completing the four deliverables in section 2 above, which are necessary inputs to the final RFP, the Contractor(s) will work with multiple stakeholders on an iterative RFP process. Contractor(s) will receive a draft template and will be expected to complete an initial draft, after which there will be four levels of review:
a) Police Technology Review: this review will involve the Department’s project manager,
who will assist with the additional reviews.
b) Stakeholder Review: this review will allow stakeholders who provided input in the Needs Assessment to review the initial draft of the RFP.
c) Police Finance Review: this review will involve the Department’s Financial resources,
which will ensure it is consistent with the expectations of County Procurement.
d) County Procurement Review: the final review will include deliberations with County Procurement personnel. The Office of Procurement must sign off on the final RFP before it can be made available to the public.
7) The Police Department requires users to conduct all interviews and meetings onsite. This includes at least one weekly meeting with the Department’s project manager. This meeting will review the Contractor’s schedule and identify any risks or issues.
8) This is a priority project for the Department. Contractor(s) are expected to complete the first four deliverables and a complete draft RFP within three months of the project kickoff meeting.
Requirements:
· At least five years of customer-facing technology project management experience.
· At least three projects where Contractor worked with technology users and gathered technology requirements, with at least one involving a police department or other law enforcement agency.
· At least three examples of meaningful work on Requests for Proposals (RFPs), with at least one example as a primary author.
· PMP certification is preferred but not required if experience substitutes.
· Detail-oriented, heavy focus on documentation and production support needs post-project, such that the project delivers all that is needed to support organizations.
· Thrives in a collaborative environment.
· Self-starter with the ability to multitask, prioritize, and scale.
· Strong presentation skills, excellent verbal and written communication skills, with an ability to influence others.
· Experience creating Word document and Excel spreadsheets.
· Flexible, adaptable team player with strong interpersonal skills.
· Experience working directly with customers and multiple project stakeholders.
· Preferred candidates will have prior security clearances, as the role requires successfully passing strict background‑check requirements.
Education:
Bachelor's degree from an accredited college or university.
