The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.
DHSEM also coordinates with state and local law enforcement, as well as federal partners like the FBI and the U.S. Department of Homeland Security, to obtain, analyze, and distribute intelligence on possible threats to public safety. Additionally, our department facilitates and distributes tens of millions of dollars in federal grants to New Mexico communities every year. DHSEM also works closely with customs and border officials to secure our nation's borders.

Why does the job exist?
The position serves as a Recovery Officer for the Recovery Unit within the Response and Recovery Bureau. The primary focus and responsibilities are to provide assistance in the administration of disaster recovery grant programs for statewide disasters and emergencies. The incumbent will coordinate and co-administer disaster recovery grant programs, ensuring that they are implemented and carried out according to state and federal program requirements. The programs to be assigned are: 1) State Disaster Assistance Program; 2) FEMA Public Assistance Program; and 3) FEMA Fire Management Assistance Program. Additional recovery programs may be added based on state or federal program requirements. The incumbent must develop and demonstrate competency with state and federal fiscal management practices, prepare disaster budgets, and track grant payments and other financial transactions, review project specifications, conduct project inspections and public presentations.
How does it get done?
This position will:
- Coordinate and provide oversight activities of State and Federal Disaster Recovery Grants and Programs
- Perform activities pertaining to damage assessment analysis - must make decisions on applicant eligibility and the eligibility of work being claimed under a disaster recovery grant.
- Determine while conducting initial assessments the need for a declaration for recommendation through chain of command to the Governor's or the designated Governor's Authorized Representative (GAR) concerning level of declaration (State and/or Federal Declaration).
- Provide program and financial oversight and technical assistance for sub-recipients ("applicant") management Post-Disaster Recovery Activities
- Exercise judgment in reviewing cost records submitted by disaster recovery grant applicants.
- Respond to EOC Activations and Watch (Situational Analysis Team) to assist with operations for development of the Recovery Operational Plan.
- Actively participate in NMEOC to ensure effective integration of Recovery Operations into activations.
- Serve as Emergency Management team member in emergency response and recovery.

Minimum Qualification
Bachelor's degree from an accredited college or university in any field. Any combination of education from an accredited college or university and/or related experience in this occupation totaling four (4) years may substitute for the required education.
Employment Requirements
Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Successful course completion of Incident Command System (ICS) 100 through 300, IS-700 National Incident Management System (NIMS) and IS-800.B National Response Framework (NRF) are required. Successful completion of the FEMA Emergency Management Institute Professional Development Series (PDS) expected within six months of hire.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Short and continuous time frames and/or time constraints and performing duties under short timelines are a common occurrence Ability to lift and carry a minimum of 25lbs. Occasional work outside in inclement weather. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies.
