Loyal Source is looking for aFacility Health and Safety Officer for an employment opportunity in El Paso, Texas.
The Facility Health and Safety Officer (FHSO) is responsible for planning, implementing, and monitoring occupational health, environmental safety, infection prevention support activities, and emergency preparedness programs within the Camp East Montana Health Unit. The FHSO ensures compliance with ICE Health Service Corps (IHSC) policies, applicable National Detention Standards (NDS), OSHA requirements, accreditation standards, and contractual obligations. The position serves as the primary coordinator for facility health and safety initiatives and works collaboratively with clinical leadership, security personnel, and facility support departments to maintain a safe environment for patients, staff, contractors, and visitors.

Serve as the primary point of contact for health and safety activities within the health services department.

Conduct routine environmental rounds, workplace safety inspections, and hazard assessments.

Monitor compliance with OSHA regulations, IHSC policies, infection prevention requirements, and established safety protocols.

Coordinate and maintain facility safety programs, including:
- Fire safety
- Emergency preparedness
- Hazard communication
- Bloodborne pathogen compliance
- Workplace injury prevention
- Ergonomics and employee safety

Coordinate with Human Resources regarding employee injury reporting and related documentation.
- Investigate safety incidents, near misses, and environmental hazards within the healthcare environment and develop corrective action recommendations.

Track and trend safety data and provide reports to facility leadership.

Assist with emergency management planning, drills, tabletop exercises, and after-action reviews.

Participate in quality improvement and risk management activities.

Ensure required safety documentation, logs, inspections, and reports are maintained.

Coordinate safety and emergency preparedness training for healthcare staff.

Collaborate with Infection Prevention personnel regarding environmental controls and infectious disease response activities.

Participate in accreditation, ICE, IHSC, ODO, and other external inspections and audits.

Monitor compliance with personal protective equipment (PPE) requirements.

Assist leadership with corrective action plans related to safety findings.

Serve as a member of applicable committees, including Safety, Risk Management, and Emergency Preparedness Committees.

Maintain confidentiality of all protected health information (PHI) and personally identifiable information (PII).
- Bachelor's degree in Occupational Health, Environmental Health, Safety Management, Public Health, Healthcare Administration, or related field preferred.
- Minimum three (3) years of experience in healthcare safety, occupational health, environmental safety, emergency preparedness, or a related field.
- Experience in correctional, detention, federal, military, or institutional healthcare settings preferred.
- Working knowledge of OSHA standards, infection prevention principles, and healthcare regulatory requirements.
- Strong analytical, problem-solving, and organizational skills.
- Proficiency in Microsoft Office applications.
- Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Healthcare Safety Professional (CHSP), or similar certification.
- Experience supporting accreditation surveys or regulatory inspections.
- Knowledge of ICE detention operations and IHSC policies.
- Ability to walk throughout the facility, conduct inspections, and respond to emergencies.
- Ability to lift up to 25 pounds occasionally.
- Ability to work in a detention environment and respond to emergency situations as needed.
Schedule:
This facility operates 24/7/365. This full-time position requires working days, evenings, as well as weekends and holidays. Specific hours will be determined by the facility needs. On-call availability is not required.
