JOB SUMMARY: Coordinate and provide leadership to ensure proper implementation of program requirements in the Leadership and Instructional Foundations for Texas (LIFT) component. Oversee the technical assistance, staff development, and leadership provided to clients in all program areas. Supervise assigned staff.
POSITION REQUIREMENTS:
JOB KNOWLEDGE, SKILLS/ABILITIES
Knowledge
- Master’s degree required from an accredited university.
- Valid Texas teaching certificate and endorsements for area assigned required.
- Three to five years of relevant experience as a principal, principal manager, Texas Instructional Leadership (TIL) Lead, Strong Foundations Lead, senior experience consulting and/or capacity building in districts required.
- Strong knowledge of TIL, Strong Foundations, and Texas Lesson Study.
- Experience developing and presenting professional development to district and campus leaders in instructional leadership systems and High-Quality Instructional Materials (HQIM) Planning and Implementation.
Skills/Abilities
- Demonstrated competency in management and educational leadership; formal training or demonstrated competency in supervision.
- Demonstrated interpersonal skills and expertise in facilitating groups.
- Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases.
- Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment.
- Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES
- Coordinate coaching, implementation support, and training efforts provided to district leadership teams, with a focus on instructional leadership systems and the implementation of HQIM, including Bluebonnet Learning.
- Coordinate the support of Campus Coaches, ensuring effective delivery of services to campuses, providing ongoing coaching, and monitoring performance for continuous improvement.
- Collaborate with Program Lead and Campus Coaches to strategically plan and execute grant-aligned activities, ensuring alignment with district needs and state program expectations.
- Conduct regular district visits to lead or support professional development sessions aligned to implementation priorities.
- Facilitate weekly check-ins and monthly coaching sessions with Campus Coaches to build capacity and maintain alignment in supporting campus-level leaders and teachers.
- Lead and deliver upfront training for district and campus leadership teams.
- Coordinate support across all district stakeholder levels to ensure an integrated, responsive approach to program implementation and challenge resolution.
- Monitor and assess the quality and effectiveness of implementation through data collection and analysis; use findings to make targeted planning adjustments.
- Participate in internal staff meetings, cross-functional team discussions, and TEA learning sessions to build alignment and maintain a culture of continuous improvement.
- Develop strategies to support, grow, and sustain a regional learning community among coaches and district leaders, contributing to knowledge sharing and collective growth.
- Serve as the primary point of contact for assigned LEAs, ensuring successful grant outcomes and a positive, collaborative experience across all program touchpoints.

SUPERVISION AND ORGANIZATION OF STAFF
- Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided to staff members.
- Recommend a staffing pattern for the department which ensures efficiency and effectiveness in all areas.
- Recruit individuals who best match he requirements for the position and the culture of the Center.
- Provide leadership, direction, and support to assigned staff to ensure timely achievement of department goals and outcomes.
BUDGET RESPONSIBILITY
- Develop, monitor, and manage assigned budgets in a timely, efficient, and fiscally responsible manner.
- Monitor program expenditures to ensure use of funds in accordance with program guidelines and Center policies and procedures.
- Be aware of and follow Center guidelines of allowable costs when recommending use of public funds for expenditures for supplies, equipment, and facilities in area of assignment.
PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS
- Tools/Equipment Used: Standard office equipment including personal computer, peripherals, copy machine, phone, etc.
- Posture: Prolonged sitting; occasional standing, bending/stooping, pushing/pulling, and twisting.
- Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
- Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15–50 pounds).
- Environment: This role primarily operates in an in-person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in-person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; occasional travel; and, occasional remote work (after pre-determined length of employment).
- Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
ADDITIONAL REQUIREMENTS
- Champion and model the Center’s Mission, Vision, Core Values, and Service Standards.
- Function within the policies and procedures of ESC-20.
- Accept other responsibilities as assigned.
- Dress and groom appropriately for the ESC-20 work setting.
- Travel independently to fulfill responsibilities of the position.
- Maintain regular and reliable attendance, majority in-person/onsite.
- Serve at the will of the Executive Director.

- This position is funded in whole or in part by a federal grant administered under the Education Department General Administrative Regulations (EDGAR) and is subject to the cost principles outlined in 2 CFR Part 200 Subpart E (Uniform Guidance). All costs associated with this position must be allowable, allocable, and reasonable under federal guidelines. The employee is expected to maintain time and effort documentation consistent with federal requirements.
