Why does the job exist?
The Business Operations Analyst will:
Investigate white collar crimes, and public assistance crimes for the NM Health Care Authority (HCA), Office of Inspector General (OIG) Investigations Bureau (IB).
How does it get done?
The Business Operations Analyst is responsible for:
Screening and assignment of allegations made to the Office of Inspector General's (OIG's) Fraud Hotline Program (FHP). These allegations can be received from internal and external Office of Inspector General (OIG) customers. This includes allegations forwarded from the OIG's Central Office (CO) as well as all allegations received from other sources, i.e. HCA offices, other state or federal agencies;
Focusing on fraud allegations that will be screened through the use of the OIG's Automated System Program and Eligibility Network module (ASPEN). Fraud allegations will be screened to determine if the subject of the allegation(s) is receiving or has received public assistance, and the BOA will conduct and document any research necessary to establish whether there is merit;
Determining if there is merit to the allegation(s), the BOA will be responsible for assigning investigative allegations to OIG Investigations Bureau (IB) agents and providing any supporting documentation, i.e. allegation(s), documents submitted, documented research, etc. If the BOA determines there is no merit, the BOA will disposition the open case, and properly document and support in ASPEN the basis for drawing that conclusion;
Dispositioning all allegations in ASPEN, i.e. pending for assignment, assigned, closed, referred, etc.;
Maintaining confidentiality and security of all information processed, and any releases of information will be to only those with a need-to-know.

Minimum Qualification
High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a defensive driving certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
