Qualifications
- Education: Bachelor’s Degree required.
- Experience: A minimum of five (5+) years of federal professional services Proposal Management experience is required. This experience should include independently managing large, complex proposals, as well as supporting complex proposal efforts.
Technical Skills:
- Advanced proficiency in Microsoft Word, PowerPoint, SharePoint, and PDF tools.
Capabilities:
- Strong organizational and time management skills, with the ability to coordinate the development of multiple proposals simultaneously.
- Ability to work efficiently under conditions of multiple deadlines and shifting priorities, while producing a large volume of high-quality work with keen attention to detail.
- Ability to review, understand, and summarize the requirements of RFPs, RFIs, and RFQs.
- Skill in translating complex concepts and ideas into clear, concise communications.
- Superior communication, writing, formatting, editing, and proofing skills.
- Excellent customer service skills with the ability to interact effectively with individuals at all levels, both internal and external, and the ability to both take and give direction.

Responsibilities
EMD Strategies is looking for a Proposal Manager to lead the development of public sector proposals. This position will manage responses to government client Requests for Proposals (RFPs), typically prepared in MS Word, Excel, PowerPoint, and Adobe Acrobat.
- Proposal Development and Management:
- Work with proposal leads on proposal efforts, ensuring that all responses are complete, compliant, and compelling.
- Guide consultants, practitioners, and teaming partners in preparing proposals and RFI responses that meet client needs, comply with instructions, and are compelling in content.
- Manage multiple proposals concurrently and provide support for graphics, writing, editing, formatting, and final production depending on the complexity of the pursuit.
- For less complex pursuits, provide end-to-end support, from creating templates to editing, graphics, and final formatting.
- Collaboration and Communication:
- Collaborate with teaming partners, consultants, management, and executives, working as part of a team to ensure the proposal is on track.
- Establish and maintain communications among teammates using collaborative tools, phone calls, and email.
- Participate as a company representative on external capture teams to gather important proposal information.
- Content and Quality Assurance:
- Perform detailed analyses of requirements documents (e.g., RFP, RFQ, SOW) and communicate the results.
- Provide direction and coordination for proposal graphics, ensuring visual elements align with the content.
- Perform substantive reviews of both text and graphics, ensuring compliance with RFP requirements, inclusion of win strategies and themes, and adherence to standard format and style criteria.
- Production and Delivery:
- Own all sections of the proposal, responsible for the production and delivery of all proposal documents.
- Coordinate with pricing staff to ensure all necessary information for the Cost Proposal is available and input is received on time.
- Coordinate and obtain final approvals and signatures.
- Process Improvement and Special Projects:
- Attend win/loss debriefings and assist with developing lessons learned.
- Contribute to or lead team initiatives or special projects related to process improvement, content management, quality management, or related subjects.
- Ensure all documentation relevant to the project is retained according to company and department procedures.
- Flexibility and Commitment:
- Be prepared to work in the evenings or weekends as required to meet proposal deadlines.
- Proof work to minimize errors and rework as needed.
Pay: $80,000.00 - $110,000.00 per year
