General Summary of Duties
The primary responsibility is accurate and timely payroll processing for township employees, with additional cross-training in other administrative functions to support operational efficiency, audit readiness, coverage during absences, and overall township operations.
Essential Duties and Responsibilities
The following duties are representative but not all-inclusive. The primary focus is payroll, with cross-training in other areas.
Payroll Administration (Primary Responsibility)
● Process bi-weekly payroll accurately and on schedule for hourly, salaried, bargaining unit, and non-bargaining employees.
● Review employee timecards, attendance records, leave balances, overtime, differentials, and adjustments for completeness and accuracy.
● Process payroll deductions, benefits, final paychecks, and related transactions.
● Prepare and submit OPERS reports, payroll tax reports, W-2s, and reconciliations.
● Maintain payroll records in compliance with Ohio records retention schedules and assist with audit documentation.
● Respond promptly and professionally to employee questions regarding payroll, deductions, taxes, and leave.
● Ensure compliance with FLSA, FMLA, OPERS, collective bargaining agreements, IRS regulations, and township policies.
Additional Administrative and Cross-Training Responsibilities
● Assist with employee onboarding, benefit enrollment, and personnel record maintenance.
● Support bill paying, deposits, bank reconciliations, and basic financial tasks (with cross-training for coverage).
● Provide backup support for front desk duties, including answering phones, issuing yard waste cards, and assisting with zoning/road open permits as needed.
● Assist with records management, filing, and retention (including some cemetery records support).
● Help with audit preparation, compliance documentation, and reporting for state/federal requirements.
● Support general administrative tasks such as mail processing, correspondence, data entry, and other duties as assigned to promote team coverage and efficiency.
● Participate in cross-training across departments to ensure continuity during vacations, absences, or peak periods.
Knowledge, Skills, and Abilities
● Payroll Experience Required: Prior experience processing payroll, preferably with online platforms such as UKG (formerly Kronos) or Paylocity (or similar systems).
● Strong attention to detail and accuracy with numbers, compliance, and deadlines.
● Ability to maintain strict confidentiality with sensitive employee and financial information.
● Excellent communication skills (written and verbal) with a service-oriented mindset and team-player attitude.
● Clear understanding that accurate, timely payroll serves the needs of all township departments (e.g., Road Department, Police) and will be friendly, responsive, and collaborative.
● Flexibility and willingness to learn new tasks in a small office environment.
● Proficiency with Microsoft Excel, Word, and Outlook.
● Ability to prioritize, meet deadlines, and work collaboratively.
Minimum Qualifications
● High school diploma or GED.
● Two (2) years of payroll, bookkeeping, accounting, or human resources experience.
● Experience with hourly, salaried, bargaining unit, and non-bargaining payroll preferred.
● Governmental or municipal payroll experience preferred (but not required).
● An equivalent combination of education and experience may be considered.
Preferred Qualifications
● Experience with UKG/Kronos, Paylocity, or similar payroll/HR software.
● Working knowledge of OPERS reporting, collective bargaining agreements, and public-sector benefits.
● Strong Excel and general office software skills.
Working Conditions
● Standard office environment with frequent computer use.
● Full-time, in-office position.
Physical Requirements
● Ability to sit for extended periods, use keyboard/mouse, and lift up to 20 pounds occasionally.
● Clear verbal communication in person and by phone.

Starting Pay: $22.00 per hour (minimum). Starting compensation may be higher based on the selected candidate's experience, qualifications, and relevant skills.
