Programmer Consultant – COBOL Developer / Team Lead

Concordant LLC is seeking an experienced COBOL Developer / Team Lead to support a state government client's core legacy business systems — a client-server platform running on a COBOL back end with a .NET interface, processing high-volume, mission-critical transactions for the state's residents.
Key Responsibilities
- Analyze the core business system and assigned tickets for development and modification
- Lead the analysis and proposal of solutions for assigned tickets and projects
- Partner with business units to develop and translate business specifications into technical specifications
- Code, test, promote, and support solutions through to production
- Provide Level 3 (L3) production support
- Report status to the development manager and business analysts
Required Skills
- 10+ years of experience with Visual and/or Micro Focus COBOL, including Visual COBOL V9
- 10+ years of experience in system analysis, design, coding, testing, and implementation for complex, mission-critical applications in a Windows-based client-server environment
- 10+ years leading a technical development team through planning and deployment
- 10+ years coding COBOL-based systems in an Oracle SQL database environment
- 10+ years providing Level 3 (L3) production support and serving as the primary technical contact with business units
- Bachelor's degree in Computer Science or a closely related discipline (10+ years of relevant experience accepted in lieu of degree)
Preferred Skills & Certifications
- Oracle 19+ SQL
- Familiarity with Microsoft Visual Studio .NET / C#
- Experience in a governmental environment
- Visual COBOL technical certification
Screening Requirements
Candidates must obtain and maintain CJIS certification once onboard; the client will sponsor this certification.
