The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is currently seeking a Clinical Supervisor to manage the Comprehensive Crisis Services Unit in the Crisis and Community Support Services division. The Clinical Supervisor will provide overall development, direction, and management of the unit as well as cross-collaboration with other Crisis Continuum Services. This position provides clinical supervision across the Crisis Continuum, rotating on-call, and direct services when needed.

Department Hiring Salary Range: $66,496-$76,306

Essential Functions

Essential functions include but are not limited to:

Directs the Comprehensive Crisis Services program by developing service delivery programs which address community and client needs, by setting forth goals and objectives for the services, and by ensuring that quality services are provided.
Directs the development and writing of Policies and Procedures for the program and implements it after the Executive Director approval.
Monitor billing/revenue, individual staff productivity, and goals/outcomes of all Comprehensive Crisis Services programs through the review and analysis of data. Utilizes the data to set future program standards of service to maintain program viability.
Oversees all fiscal activities within the program and monitors program expenses in accordance with approved budgets.
Provide clinical, quality management and administrative oversight for all Comprehensive Crisis Service activities. Ensures appropriate services to consumers and compliance with documentation standards established by NCSB and Medicaid (DMAS). Ensures licensing standards for the program are met.
Monitors the provision of adequate and appropriate clinical services and continuing care services through clinical supervision, observation, case reviews, record review, and other appropriate methods.
Maintains a relationship with representatives from DMAS and DBHDS including those who are assigned as liaisons for crisis programs.
Conducts regularly scheduled supervisory meetings and annual performance evaluations.
Provides clinical and administrative supervision to the Supervisors of the service components who have responsibilities for day-to-day management of services.
Conducts recruitment activities in collaboration with the Human Resources Department. Activities include screening applicants, conducting interviews, verifying credentials, and making hiring recommendations to the Director.
Oversee the Comprehensive Crisis Services budget to include expenditures and revenue related to the operating line items.
Complies with regulations for HIPAA and requirements related to mandated reporting of abuse and neglect. Ensures that staff are trained in all aspects of consumer confidentiality and consumer rights.
Provides census management activities to include enrollments and program releases within established administrative and clinical guidelines.
Oversees scheduling and options for staff within the Community Supports program.
Attend staff meetings and facilitate clinical staffing meetings. Coordinates and organize Mobile Crisis services.
Provides oversight, guidance and structure to the program staff in terms of workflow and operations in the department.
Communicates program needs and related issues via supervision and other reporting mechanisms.
Acts as a liaison for the program with other agency departments and outside public and private agencies.
Performs other duties as assigned

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six (6) years of college resulting in a Master's degree in a Human Services field; or an equivalent combination of training and experience.

Five (5) years of clinical experience in a management and/or administrative role.

Additional Information & Requirements

Valid Driver's License may be required depending on assignment.
Must be certified or certifiable in Basic First Aid and CPR.

Preferred:

Licensed(LCSW, LPC, LMFT, LCP or equivalent) in accordance with Virginia regulations.

Have pre-screener certification at time of hire or obtain within the first six months of employment.
