This role reports to the Executive Director of Financial Reporting, Planning, and Analysis within Innovative Education (InEd). The position is responsible for developing and maintaining complex, multi-year Excel-based financial models that support auxiliary-funded, college-managed self-supporting and market-rate academic programs in accordance with Florida Board of Governors (BOG) Regulation 8.002.
The role works closely with college personnel, USF Student Accounting, and the USF Registrar's Office each academic term to ensure the accurate setup of courses and fees, supporting both student billing and compliance with BOG reporting requirements.
On a monthly basis, this position prepares detailed life-to-date (ltd) financial analyses to evaluate performance against financial model assumptions, identify trends and areas of concern, develop forecasts, and recommend corrective actions when needed. The role also supports quarterly forecasting and annual budget development through updates and submissions to the USF Bulls Budget System (BBS).
A critical responsibility of this position is managing student billing activities before, during, and after each academic term. The incumbent coordinates and submits billing adjustments necessary to ensure students enrolled in self-supporting programs are charged accurately. This requires a high degree of precision, strong analytical skills, and the ability to research and resolve complex billing issues originating from colleges, departments, or students. The position is also responsible for ensuring that enrolled students are appropriately billed in accordance with approved tuition and fee structures.
In addition, this role participates in a variety of ad hoc financial projects and continuous process improvement initiatives. Responsibilities include developing and enhancing financial modeling and forecasting tools, developing power point presentations, supporting Power BI dashboard development, and providing financial information for BOG program proposals,
The position also serves as a backup resource within the team including support for the distance learning financial operations, audit, state authorization, Licensure, and reporting activities as needed.
Develop excel-based financial models and analysis for new self-supporting programs, update/develop new models for self-supporting college programs, initiate EBA (Educational Business Entity) for BFA (Budget & Financial Analysis), Interdepartmental Memo of Understanding (MOU), provost-approved tuition waiver memos, obtain student accounting detail code assignments all aspects of new fund chartfield setup activities.
During each academic term, work with college course schedulers to identify all self-supporting courses to submit request to Registrar's office to attach codes and attributes critical to ensure accurate BOG reporting and student billing. this is done before, during and after (maintenance for drop/add activity). Trouble shoot student billing questions that come from colleges or students. Ensure that enrolled students are also tagged with the correct attributes working closely with the colleges.
Liaise with student accounting to ensure that new self-funded programs are set up properly for receiving revenue accurately. Ensure detail codes are attached correctly for revenue collection purposes. Each semester, submit tuition adjustment request to student accounting for students in InEd self-funded programs. Submit journal entries to move fee revenues collected to recipient departments (e.g. tech fee, financial aid). Submit journal entries to move Academic Affairs overhead for programs in breakeven.
Prepare financial reports, statements, and spreadsheets to consolidate financial activities used to inform management, and/or accountable officers for decision-making. Prepare and develop financial projections/forecasts, what if scenarios, and work with management on financial planning and reporting at monthly, quarterly, and yearly intervals.
Develop and utilize tools related to BBS budgeting and forecasting. Develop new budgets and provide analysis of existing budget(s) by performing a detailed review and analysis of the actual vs. model/budget for numerous accounts. Advises management of potential areas of over/under allocation and generate budget transfers as needed to avoid budget errors.
Annually sets up new LTD financial analysis including revenue reconciliations, submits student OOS auxiliary fee adjustments, maintains and develops Power BI Dashboards, develops new templates/models as required to adapt to changing needs.
Provides back up for FBA II as needed.
Minimum: This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 4-6 years of fiscal related work experience; or a Bachelor's degree in no specific required field and four years of fiscal related work experience, or six years fiscal related work experience.

- Minimum Qualifications that require a high school diploma are exempt from SB 1310.
Preferred: MBA or CPA. Advanced Skills in Microsoft, experience in using/developing data visualization tools (Power BI), SQL . Experience researching and extracting data from appropriate relational databases such as OASIS, FAST and Oracle HR. Two or more years working in higher education.
Knowledge of higher education financial management, budgeting, forecasting, and reporting practices. Understanding of University funding models, financial controls, compliance requirements, and regulatory frameworks. Knowledge of tuition, student billing, and academic program financial operations.
Special Skills/Training: Intermediate to advanced skills in Power BI highly desirable. Advanced Microsoft Excel skills including experience in using pivot table, power query, macros, advanced formulas, and database management. Ability to work independently to solve complex problems.
Technical Skills: Advanced knowledge of budgeting, forecasting, financial analysis, and financial reporting principles. Advanced proficiency in Microsoft Excel, including pivot tables, and advanced formulas. Experience with Power BI dashboards, reports, and data visualizations. Experience using SQL queries to retrieve, validate, and analyze data from enterprise systems and data warehouses. Ability to analyze large datasets, identify trends, and communicate actionable recommendations. Experience with enterprise financial, budgeting, and student information systems.
Soft Skills: Excellent written and verbal communication skills. Ability to communicate complex financial, budgeting, and analytical information clearly and effectively to both financial and non-financial audiences.
