PMA260 Program Analyst, Journeyman
Job Responsibilities:
Position reports directly to the Common Aviation Support Equipment Program Office (PMA260) Deputy Acquisition Lead serving as an acquisition analyst supporting the Common Ground Support Equipment (CGSE) Integrated Product Team Leads (IPTL). Position will work closely with the PMA260 Acquisition, Procurement, and Financial Management teams, as well as program managers and other PMA personnel. Supports the development of program guidance, execution of acquisition strategies, and management of the procurement lifecycle from planning to contract award and follow-on modifications. Serves as the primary liaison between the IPTL, Procurement team/Contract Specialist, Business Financial Manager (BFM), and the Acquisition team to help improve the quality and efficiency of the procurement process across the PMA, as well as increase procurement efficiencies, decrease cycle time, execute Acquisition Strategies, drive pre-award competitive procurement conversations, and improve Support Equipment delivery timeliness to the Fleet. Duties may include performance of additional tasks on an as-needed basis. Position is located at NAS Patuxent River, MD, and some telework may be authorized on a case-by-case basis. Qualifications & Requirements:
- Three (3) to ten (10) years of experience in a program management, technical, or business analysis discipline related to aircraft/weapon/project acquisition and product programs within the Department of the Navy (DoN).
- BA/BS degree. Allowable substitution: AS/AA degree and an additional 2 years of experience OR a HS diploma/GED with an additional 4 years of experience.
- Must possess excellent oral and written communication skills and have working knowledge of the acquisition process and tools including:
- Procurement Management Tool (PMT)
- Common Spend Plan Tool (CSPT)
- Research, Development, and Acquisition information System (RDAIS)
- Navy- Enterprise Resource Planning (N-ERP)
- Active Secret level DoD security clearance and U.S. citizenship.
- Salary range: $80K – $120K/year, negotiable depending on experience/skillsets
