Why does the job exist?
This position will ensure compliance with New Mexico environmental laws by investigating infringements of air quality regulations, and it will evaluate evidence, develop effective enforcement cases, and participate in settlement proceedings to bring cases to closure, including applying knowledge of environmental policies to ensure protection of the environment and human health.
How does it get done?
- Work independently and with compliance staff to gather evidence needed to ensure that legal documents defend the integrity of air permit conditions and regulations
- Offer expertise in New Mexico and federal environmental regulations
- Conduct critical review of case files, analyzing evidence and performing supplementary investigations as warranted
- Collaborate with the enforcement team and attorneys to draft legal documents alleging violations and calculating penalties to deter violators from continuing noncompliance
- Exercise proficiency in environmental science, chemistry, and professional communication in negotiating with regulated clientele
- Develop a variety of legal and technical documents to bring enforcement cases to a satisfactory conclusion for New Mexico
- Track case elements through MS Excel and applications such as TEMPO
- Participate in occasional visits to industrial facilities within New Mexico to gain a better understanding of facility processes

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasional operation of a state passenger vehicle to attend departmental business meetings, case settlement meetings and hearings.
