The Quality Control Manager (QCM) is responsible for the overall management, implementation, administration, and continuous improvement of the Site Quality Control Plan (QCP) and Quality Management Program supporting the Base Operations and Maintenance Contract at Fort Wainwright, AK. The QCM serves as the full-time onsite quality management representative during normal operating hours and ensures contract performance complies with all Performance Work Statement (PWS) requirements, Quality Assurance Surveillance Plan (QASP) standards, applicable Federal, State, and local regulations, Army requirements, ISO standards, corporate guidance, and internal processes and controls.The QCM is responsible for quality management, compliance monitoring, inspection programs, audit activities, customer feedback systems, corrective action processes, quality records, trend analysis, and quality performance reporting.
Responsibilities:
- Direct, implement, administer, maintain, and continuously improve the Quality Control Program and Quality Control Plan (QCP) in accordance with contract requirements, PWS standards, corporate guidance, and applicable ISO quality management principles.

Serve as the full-time onsite Quality Control Manager during normal operating hours and act as the primary project-level representative for quality management and contract compliance matters.

Ensure all services are performed in compliance with the PWS, contract requirements, Acceptable Quality Levels (AQLs), Performance Requirements Summary (PRS), QASP standards, regulatory requirements, and customer expectations.

Develop, administer, and oversee scheduled and unscheduled inspection programs covering contract functional areas, including inspection schedules, methodologies, frequency, reporting criteria, and corrective action tracking.

Supervise Quality Control Inspectors (QCIs) and ensure inspection coverage is sufficient to monitor contract work and verify compliance with Government requirements.

Perform QC contract compliance reviews, audits, surveillance activities, and reporting in accordance with contract requirements and specifications.

Review, distribute, track, and close QC reports, internal audit reports, third-party audit discrepancy reports, nonconformance reports, and Corrective/Preventive Action reports.

Maintain all Quality Control files, inspection reports, audit records, test records, deficiency logs, corrective action reports, trend analyses, customer feedback records, and supporting documentation for Government review.

Evaluate contract team workforce, facilities, equipment, programs, procedures, and subcontractor performance for adequacy, effectiveness, compliance, and opportunities for improvement.

Identify, document, and report deficiencies; conduct or coordinate root cause analysis; and recommend corrective and preventive actions to the Project Manager (PM), Corporate Office, and responsible functional managers.

Prepare and provide quality metrics, inspection summaries, trend analyses, deficiency reports, corrective action status reports, and performance reports to project leadership, Corporate Office, and Government representatives as required.

Administer and monitor the customer feedback program as part of the QCP; manage customer complaints, inquiries, recommendations, and service concerns; analyze trends; and incorporate findings into continuous improvement initiatives.

Collaborate with the PM and operations leadership on enhancements to management systems, policies, procedures, work processes, and resource utilization to improve contract performance and service delivery.

Investigate and report incidents, accidents, and noncompliance involving quality, environmental, safety, health, or operational requirements, and initiate corrective action or root cause analysis as appropriate.

Maintain the technical library, including standards, reference materials, warranties, O&M manuals, technical documents, quality records, and other contractually required reference materials.

Support contract correspondence, deliverables, Government performance reviews, internal management reviews, and customer communications related to quality management and contract compliance.

Provide analysis and submit proposed corrective actions to bring performance within established metrics, standards, and contract requirements.

Develop and administer quality indoctrination, quality awareness, and quality-related training or briefings to promote compliance and continuous improvement.

Analyze and advise the PM, supervisors, and functional leads on work accomplished, performance trends, recurring deficiencies, problem areas, and improvement opportunities.

Support the project Safety Plan through personal involvement in safety awareness, training, incident prevention, and adherence to safety requirements applicable to contract work.

Support emergency operations, contingency response activities, mission-critical services, and continuity of operations activities as required by the company and contract requirements.

This position has been designated as Mission Critical. Mission Critical personnel are defined as those required to meet the Installation’s safety, security, severe weather, emergency, and lockdown condition needs.

This position may be part of an emergency management/response team as required by the company to meet contract requirements.

Qualifications:
- High School Diploma or GED.
-
Possess and maintain a valid State-issued driver’s license.
-
Minimum five (5) years’ relevant experience in quality management, process control, quality data analysis, quality auditing, statistical sampling, subcontractor quality control, contract compliance oversight, and corrective action management.

Minimum five (5) years’ experience administering and managing Quality Control Plans for facilities operations and maintenance programs, base operations support contracts, public works contracts, construction, or similar service contracts.

Successfully pass background and drug screening
Preferred Qualifications

Bachelor’s degree in Business, Engineering, Construction Management, Quality Management, Industrial Technology, Facilities Management, or related field.

Certification as a quality control manager, Certified Manager of Quality/Organizational Excellence, Certified Quality Auditor, or equivalent quality management certification.
-
Experience supporting U.S. Army, Department of Defense, Federal facilities operations, Base Operations Support, or public works contracts.
-
Experience with ISO 9001 Quality Management Systems or similar quality management programs.
-
Experience using General Fund Enterprise Business System (GFEBS) or similar computerized maintenance, work management, or reporting systems.

Experience supporting Government quality assurance, QASP surveillance, performance-based service contracts, and environmental management programs.
Knowledge, Skills and Abilities

Experience establishing, administering, and documenting scheduled and unscheduled inspection programs.

Experience maintaining quality records, inspection files, audit documentation, corrective action files, customer feedback records, and quality performance reports.

Experience preparing quality metrics, trend analyses, inspection summaries, corrective action status reports, and management recommendations.

Ability to maintain a quality management system in accordance with applicable industry standards, ISO standards, corporate guidance, and contract requirements.

Knowledge of Federal service contracts, performance-based contracts, quality surveillance programs, PWS compliance, AQLs, PRS requirements, and QASP concepts.

Knowledge of inspection systems, root cause analysis, corrective and preventive action programs, customer feedback programs, quality metrics, and continuous improvement practices.

Knowledge of applicable environmental, safety, quality, and operations policies, programs, laws, and regulations.

Ability to analyze, develop, evaluate, advise, and promote improvements in programs, processes, procedures, and management systems.

Ability to establish program objectives or performance goals, assess progress, evaluate trends, and recommend corrective action based on data and documented findings.

Ability to interpret contract requirements, technical specifications, standards, procedures, and quality records.

Strong organizational, analytical, leadership, problem-solving, verbal communication, and written communication skills.

Ability to conduct meetings, execute plans, prepare reports, develop plans and work instructions, brief findings, and communicate effectively with Government representatives, management, subcontractors, and employees.

Proficiency with Microsoft Office Suite and the ability to use contract management, quality management, or work management systems.
